About our opportunity: The City of Asheville is seeking qualified applicants for the position of Community Development Block Grant – Disaster Recovery (CDBG-DR) Housing Programs Lead in the Community and Economic Development department. The department works to strengthen Asheville’s neighborhoods, expand housing opportunities, and support economic growth and is responsible for managing the City’s CDBG-DR allocation. This position plays a key role in ensuring compliance, oversight, and delivery of housing programs funded through the CDBG-DR grant. This is a full-time employment position throughout the duration of the six (6) year grant lifecycle . What you’ll be doing: + Act as the primary point of contact for CDBG-DR Housing Programs, providing technical assistance, responding to inquiries, and overseeing all operations throughout the program lifecycle. + Lead and direct urgent or essential tasks to ensure successful completion of the Affordable Multifamily Housing Construction Program ($28M), the NC Single-Family Rehabilitation and Reconstruction Program ($3M), and Housing Support Services. + Collaborate with program stakeholders to maintain transparency and advance housing recovery priorities. + Manage the project application process, including development of Notices of Funding Opportunities, intake, evaluation, award determinations, and agreement execution. + Oversee work performed by award recipients, contractors, and internal staff to ensure compliance with federal crosscutting requirements. + Conduct operations in compliance with City policies, CDBG-DR program manuals, federal regulations (including 2 CFR 200), and general CDBG-DR best practices. + Coordinate with, report to, and provide updates to the CDBG-DR Program Manager to ensure successful delivery of program and project outcomes. + Prepare and submit quarterly performance reports (QPRs) and contribute to monthly reporting with high-quality status updates and data analysis. + Prepare agendas, meeting notes, and present synthesized updates at weekly and partner meetings. + Present information to City Council, council committees, and community groups as needed. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered: + At least five (5) years of experience in federal housing grants management oversight, including quality control and financial analysis of consultant or subrecipient work (preferably CDBG, CDBG-DR, ESG, or HOME). + A Bachelor’s degree in finance, accounting, business management, public administration, economics, or a related field, OR + An Associate Degree in a related field plus 2 additional years of related experience, OR + A High School Diploma/GED plus 4 additional years of related experience. Performance aptitudes: + Ability to evaluate and analyze data, audit documentation, and assess compliance using established criteria. + Strong interpersonal skills to coordinate complex programs and represent the department in external interactions. + Proficiency in operating office equipment and software, including word processing, spreadsheets, databases, and reporting tools. + Strong verbal and written communication skills. + Ability to apply mathematical calculations including percentages, ratios, and financial computations. + Independent judgment and leadership skills to develop approaches and resolve problems. + Ability to balance competing priorities, stakeholders, and vendor/contractor management in complex environments. Physical requirements: + Light physical effort in sedentary to light work, including occasional lifting or carrying of objects up to 10 pounds. + Extended periods at a workstation with regular use of a computer. + Ability to perceive colors, sounds, and visual cues and to communicate effectively.
