About our opportunity: The City of Asheville is seeking qualified applicants for the position of Community Development Block Grant – Disaster Recovery (CDBG-DR) Economic Revitalization Programs Lead in the Community and Economic Development department. The department works to strengthen Asheville’s economy through initiatives that support small businesses, workforce development, and commercial corridor revitalization. This position plays a key role in ensuring compliance, oversight, and delivery of economic revitalization programs funded through the CDBG-DR grant, inclusive of Small Business Support, Revitalization of Flooded Commercial Districts, and Workforce Development, as well as Economic Security Support Services. Oversight activities include ensuring program compliance with crosscutting federal statutory requirements applicable to CDBG-DR, financial management, subrecipient management, and maintaining systems of record during the implementation of the CBDG-DR grant. This is a full-time employment position throughout the duration of the six (6) year grant lifecycle . What you’ll be doing: + Act as the primary point of contact for CDBG-DR Economic Revitalization Programs, building strong relationships with program subrecipients, leading technical assistance efforts, addressing inquiries, and providing oversight of all program and project operations throughout the program lifecycle. + Lead program delivery for Small Business Support, Revitalization of Flooded Commercial Districts, Workforce Development, and Economic Security Support Services. + Manage subrecipient application processes, including drafting and publishing Notices of Funding Opportunities (NOFOs), application intake, evaluation, and award determinations. + Oversee compliance and monitoring activities for contracted service providers and internal staff. + Ensure adherence to City policies, CDBG-DR program manuals, federal regulations (including 2 CFR 200), and CDBG-DR best practices. + Coordinate with, report to, and provide regular updates to the CDBG-DR Program Manager. + Prepare quarterly performance reports (QPRs) and monthly status reports. + Prepare agendas, meeting notes, and present synthesized updates at weekly and partner meetings. + Present information to City Council, council committees, and community groups as needed. + Operate office and computer equipment to support program administration, data entry, and reporting functions. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered: + At least five (5) years of experience in federal grants management oversight of multimillion-dollar projects (preferably CDBG, CDBG-DR, ESG, or HOME). + Bachelor’s Degree in finance, accounting, business management, public administration, economics, or a related field, OR + An Associate Degree in a related field plus 2 additional years of related experience, OR + A High School Diploma/GED plus 4 additional years of related experience. Performance aptitudes: + Demonstrated experience coordinating small business development, economic development, commercial corridor revitalization, or workforce development programs. + Ability to evaluate, audit, and assess data using established criteria. + Strong interpersonal skills with experience coordinating complex programs, competing priorities, and stakeholder relationships. + Ability to manage vendor and contractor performance. + Proficiency in analyzing data, preparing reports, and presenting findings. + Skilled in applying leadership, motivation, and independent judgment to resolve complex issues. + Effective at exercising judgment, decisiveness, and creativity in evaluating information and making decisions. Physical requirements: + Light physical effort in sedentary to light work; may involve lifting or carrying objects up to 10 pounds. + Extended periods of time at a keyboard or workstation. + Ability to perceive colors, sounds, and visual cues; strong oral communication skills required.
