The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program, or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working, searching for work, or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after school programs.

H1T3XX Social Services Specialist III
The purpose of this position is to support the work of the Colorado Child Care Assistance Program (CCCAP), specifically the provider-initiated qualified exempt process. In addition, this position performs a range of program activities, which will increase access for CCCAP families to the childcare provider that best meets their needs. Tasks include supporting program implementation, interpreting rules and regulations, providing technical support to counties and providers, and providing training in support of the CCCAP, within the Division of CCCAP. The position reports directly to the CCCAP Program Services Supervisor in the capacity of CCCAP Specialist.
What you’ll be doing:
+ This position is responsible for supporting the coordination and alignment of projects related to program access. This includes the Colorado Child Care Assistance Program (CCCAP) Qualified Exempt Provider Pilot, the CCCAP State Administered Slot Contract project, and other special projects work as assigned, and supporting strategies for program implementation.
+ This position is responsible for the creation and implementation of the provider-initiated qualified exempt process, which requires CDEC to develop a pilot program for unlicensed providers to seek license-exempt status in SFY25- 26. The program must be operating in at least two counties, including one urban and one rural county.
+ This position will be responsible for evaluating the outcomes of the program on enrolled providers and capacity.
+ This position is responsible for aligning projects, which may include new initiatives, information technology projects, important goals, or collaborations with counties, providers, and families that support the alignment and coordination of CCCAP policy and infrastructure.
+ This position is responsible for supporting the design of recommended strategies for the CCCAP leadership team.
+ Recruits and develops strong working relationships with internal and external stakeholders whose participation and expertise are necessary to successfully plan and execute the objectives of the project.
+ Coordinates the activities of other parts of the agency, including but not limited to Information Technology, Communications, Research/Data, Finance, and Procurement, to ensure successful project implementation.
+ Identifies problems and suggests possible solutions to any challenges that impede the project’s progress.
+ Develops and regularly updates a work plan that tracks key project deliverables.
+ Provides technical assistance to providers regarding the implementation of rules and regulations that directly impact child care providers participating in CCCAP.
+ Delivers technical assistance or training by email, telephone, system support tickets, in-person meetings, webinars, or supports the creation of manuals and desk aids regarding provider rates, fiscal agreements, or other child care provider-facing policies.
+ Determines if all requirements for CCCAP State Administered Slot Contracts are met.
+ Support selected licensed providers with the Fiscal Agreement process and slot contract data review
+ Support the qualified exempt provider application process and data review.
+ Support the qualified exempt provider and selected slot contract licensed providers with the renewal process and data review.
+ Coordinate with the division training and instructional design team to develop training in response to recurring technical assistance needs regarding all child care providers.
+ Facilitate problem resolution between child care providers and county staff.
+ This position is responsible for conducting health and safety inspections for CCCAP qualified exempt approved providers at the location where child care is approved to be provided.
+ Complete inspection reports and follow up with providers on action items.
+ Regular review of data to ensure that providers are providing the type of exempt child care they have been approved to provide, and ensure compliance with state and federal requirements.
+ Ensure that exempt providers have met training requirements.
+ Follow up with county staff to inform them of health and safety standards and/or training that are not met in a timely manner.
+ Communicate with qualified exempt providers prior to, during, and after health and safety inspections.
+ Provide technical assistance to qualified exempt providers to support them in meeting health and safety standards.
+ This position interprets program rules and regulations to advise County Departments of Human Services on administering the CCCAP program.
+ This position will assist in conducting regular scans of local practice and provide technical assistance to county departments of human services and child care programs statewide to ensure that Colorado has successful strategies in place to support access to high-quality programs.
+ This position will assist in reviewing county practices and policies.
+ Identify technical assistance needs to ensure compliance with statewide strategies.

Six (6) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A Bachelor’s degree in a related field and two years relevant experience in an occupation related to the work assigned, including human or social services or early childhood programs.
