Capital Planning Specialist - Data Analyst
Job Title: Capital Planning Specialist - Data AnalystJob Description We are seeking a skilled Capital Planning Specialist - Data Analyst to join our team. This role involves supporting the development of comprehensive capital spend plans, budget submissions, and fiscal guidance, ensuring alignment with programmatic objectives. The ideal candidate will work closely with stakeholders to facilitate coordination and contribute to the enhancement of financial processes. Responsibilities + Assist in the development of comprehensive capital spend plans, support budget submissions, and contribute to the creation of fiscal guidance, ensuring alignment with programmatic objectives. + Track and manage commitments, obligations, and expenses. + Work closely with stakeholders, including the customer’s office, CORs, regional staff, to support the development of capital spending plans and facilitate coordination with U.S. Government and partners. + Contribute to the enhancement of financial processes through recommendations for operational improvements and support the development of standard operating procedures. + Assist in the full planning, programming, budgeting, and execution cycle, including providing insights into financial data, conducting portfolio reviews, and supporting the tracking of congressional legislation impacting the budget. + Provide analysis on the component’s capital financial activities and budgets, track expenditures, monitor financial execution, and generate detailed budget reports for stakeholders, ensuring alignment with strategic capital spending goals. + Independently coordinate the resolution of issues across multiple work units. + Interpret and apply established policies and regulations to unique situations and circumstances. + Perform complex, diverse work with minimal supervision. Essential Skills + Advanced proficiency in Excel, including the use of macros, pivot tables, and slicers to filter data. + 3+ years of experience as a Data Analyst. + Ability to present data effectively. + Extensive knowledge of federal budgeting processes and procedures. + Excellent analytical skills to assess and interpret highly complex information from multiple sources. + Strong communication and writing skills to compose original, clear, and concise written products. Additional Skills & Qualifications + A minimum of four (4) years of prior financial planning support or comparable experience, demonstrating increased levels of complexity and responsibility. + Bachelor's Degree or Associate's Degree desired. + Subject Matter Expertise sufficient to interpret and apply established policies and procedures. + Basic understanding of Project Management fundamentals. + Excellent planning, organizational, interpersonal, and time management skills. + Extensive knowledge of Microsoft Office Suite applications. + Applicable higher education may be substituted for up to one (1) year of work experience. Work Environment The role involves working in a dynamic environment, utilizing advanced data management and presentation skills. The candidate will be expected to perform complex and diverse work with minimal supervision, leveraging extensive knowledge of Microsoft Office Suite applications. Job Type & Location This is a Contract position based out of Washington, DC. Pay and Benefits The pay range for this position is $45.00 - $48.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
