About this Job
The Buyer will work as a member of the LSUS Purchasing department performing purchasing tasks including, but not limited to, issuing Purchase Orders, contract review and negotiations, construction/renovation project support, RFQs, RFRs and additional purchasing tasks as needed for all commodities. In addition to day-to-day purchasing tasks the Buyer will be responsible for developing training through the University’s Learning Management System and working with the Director of Purchasing to update and perform training sessions as needed by the University. The Buyer is a full time, unclassified, 12 month position.
Minimum Qualifications
Required Qualifications:
+ Bachelor's degree in Business Administration, Accounting, Auditing, Legal, or a related field.

+ 2 years’ experience in procurement, legal, inventory, administrative project management, contract negotiation, auditing, accounting, training, or closely related field.
+ Proficient with Microsoft Office Suite.
Preferred Qualifications:
+ Previous university experience or experience with a state agency employer.
+ Experience with Workday enterprise software
+ Excellent project management and organizational skills.
+ Strong communication and interpersonal skills, with the ability to build rapport with individuals at all levels.
+ Ability to work independently and manage multiple priorities.
+ Online Learning Management experience or experience in developing learning courses/training.
+ Knowledge of Louisiana State/University Procurement Procedures.
+ Knowledge of Title 38 Public Works Procedures.
+ Contract negotiation.

Job Duties and Other Information
Position Duties:
+ Responsible for reviewing Procurement laws and applying to purchase of all commodities, including LAC 34:XIII & State Procurement laws.
+ Perform all duties necessary to issue purchase orders, including bids, evaluation of quotes, terms and conditions to ensure all procurement rules are followed.
+ Prepare training for various departments concerning commodities specific to department.
+ Put out items for bid including Requests for Quotes, Requests for Responses and Public Works projects subject to Title 38.
+ Assist train new hires with purchasing and property procedures.
+ Deliver presentations for different campus events.
+ Meet with departments to discuss strategic sourcing and procurement options prior to receiving requisitions.
+ Assist in maintaining insurance and software databases for University needs.
Physical and Environmental Demands
Light Work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly (Constantly: activity or condition exists 2/3 or more of the time) to move objects. Physical demand requirements are in excess of those for Sedentary Work. Even though the weight lifted may be only a negligible amount, a job should be rated Light Work: (1) when it requires walking or standing to a significant degree; or (2) when it requires sitting most of the time but entails pushing and/or pulling of arm or leg controls; and/or (3) when the job requires working at a production rate pace entailing the constant pushing and/or pulling of materials even though the weight of those materials is negligible. NOTE: The constant stress and strain of maintaining a production rate pace, especially in an industrial setting, can be and is physically demanding of a worker even though the amount of force exerted is negligible.
