The Government Contract Buyer/Planner creates, reviews and maintains valid plans of material and manages the supply base in order to meet customer demand.
What You Will Be Doing
Plans, schedules, releases and manages purchase, interplant orders and work orders as requiredDirects supplier action by reviewing ERP and utilizes the data in order to mitigate anticipated delaysNegotiates and institutes long-term pricing agreements as appropriateQuotes deliveries for sales requestsDevelops and maintains communication channels between various departments and the supply chain to maintain the flow of materials to support the customerMakes changes to supply based on review, analysis and the outcome of monthly SIOP meetingMaintains and analyzes planning parameters (i.e. lead times, lot sizes, order quantities, safety stock)Participates in capacity review meetings with internal and external suppliersMonitors and maintains inventory levels in alignment with business group goalsWorks with IT to test changes and updates in the ERP systemEnsures government compliance throughout the procurement processExecutes and manages non-disclosure agreements (NDAs)Formulates requests for quotes based on COE requirements, ensuring flow down of contractual requirementsSelects and awards direct or indirect material purchase orders for assigned productsPerforms price analysis for competitive and non-competitive procurements; responsible for obtaining favorable price variancesDevelops and executes strategies for negotiation of purchase order terms: price, delivery, expedites, etc.Manages suppliers (post-award) with a strong focus on internal customer support (message management)Works with internal and external suppliers to resolve material issues (shortages, emergency customer demands, etc.)What We Are Looking For
4-year degree or equivalent experience requiredPrevious buying, material planning and/or production planning experience in a Government Contract environment, if no degree APICS or CPSM/CPM Certification preferredClear understanding of Nondisclosure Agreement Requirements and Proprietary DataAbility to demonstrate knowledge of ITAR and EAR requirementsDemonstrated cost/price analysis skills required for competitive and non-competitive procurementsUnderstanding of Government Contracting; including FAR, DFARS and other government regulationsAbility to demonstrate knowledge of sizing, material planning and production schedulingSolid knowledge of WISE/Cincom/SAP, particularly MRP related screensSolid knowledge of Manufacturing Resource Planning (MRPII)Solid knowledge of planning functions/rolesGood detail orientation and organizational skills.Ability to manage several tasks at the same timeDemonstrated involvement in Continuous Improvement projectsThis position requires use of information which is subject to the International Traffic in Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR).
