Duties Description Work as a liaison between stakeholders to elicit, analyze, verify, and validate requirements for changes to business processes, policies, and information systems. Duties may include: conducting general requirements elicitation activities for improvement or automation of processes or functions; researching and documenting the current or as-is state of the business process or function; utilizing requirement elicitation techniques such as interviews, surveys, focus groups, and document analysis; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; training on new procedures and software and creating procedure manuals; conducting Gap analysis to compare the as-is and to-be states to identify differences which need to be addressed prior to implementation; and identifying, analyzing, and resolving issues for existing systems. You may also work independently to develop portions of the desired future or to-be state of those processes or functions; categorize and document requirements in a business requirements document; act as a liaison and interpreter between business and IT staff; and maintain business rules and process documentation. You would supervise Business System Analyst 1's and/or trainees.Within the Division of Retirement Services, Bureau of Program Optimization Support and Transformation (POST), and under the guidance of higher-level staff, this position will be responsible for participating in systems implementation, maintenance, and support for medium to small scope efforts; providing technical support and customer service; supervision and leadership; promoting business analysis and professional development; and maintaining professional communication and demeanor.

Apply today to join the Office of the New York State Comptroller.Civil Service examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.Non-Competitive Qualifications for appointment under the NYHELPS Program:For appointment to a Business Systems Analyst 2, you must have:• A bachelor’s or higher degree AND three years of business analysis experience where your primary duty was performing three of the five following activities:• Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.OR• A bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification AND one year of business analysis experience where your primary duty was performing three of the five activities listed above.OR• Possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.Examples of non-qualifying experience include but ARE NOT limited to:• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.• Responsibility limited to forms design and changes to forms.• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.• Development of instructional materials and classroom training.• Help desk duties including troubleshooting, resolving user issues, and providing customer service.Competitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.For 70.1 or 52.6 transfer to a Business Systems Analyst 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office » GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.Non-Competitive promotion (NCP) qualifications:You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1.NCP note:If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Additional Comments Preferred Qualifications/Knowledge, skills, and abilities: • Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft.• Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint)• Demonstrates passion for business analysis.• Demonstrated experience using recognized business analysis elicitation techniques to elicit requirements (e.g., business, stakeholder, solution, and transition); and determine required operational services from business users.• Demonstrated experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, or functional designs).• Demonstrated experience developing test scenarios, scripts and data, and reviewing test results.• Strong facilitation and organizational skills.• Excellent verbal and written communication skills.• Demonstrated ability to work with others to analyze problems quickly and develop the best solutions options.• Demonstrated ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments.• Formal training in business analysis concepts and methodologies.• Membership and/or participation in the International Institute of Business Analysis and professional communities of practice.Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
