Trade Compliance Business Analyst (IMMEX Specialist)
Job Summary The Trade Compliance Business Analyst will oversee the strategic and operational compliance of the company’s import/export activities within the Mexican market. This role is critical for maintaining the organization’s IMMEX program authorization, ensuring that all temporary importations are properly tracked, reconciled, and discharged to avoid significant tax liabilities and penalties. You will act as the primary liaison between operations, finance, and external customs brokers, utilizing data analytics to optimize trade processes and duty-saving programs.
Key Responsibilities
· IMMEX & VAT Certification Management: Monitor and ensure continuous compliance with the IMMEX Decree and VAT/IEPS certifications.
· Annex 24 & Annex 30 Administration: Lead the reconciliation of inventory records between the company’s ERP and the mandatory Annex 24 (Inventory Control System) and Annex 30 (Credit and Guarantee Control System) to ensure data integrity for the SAT (Tax Administration Service).
· Tariff Classification & Rules of Origin: Assign and audit HTS/TIGIE classifications for raw materials and finished goods. Perform qualification analysis for USMCA and other Mexican Free Trade Agreements (FTAs).
· Customs Broker Oversight: Coordinate daily operations with Mexican customs brokers, validating pedimentos (customs declarations) and COVE (Electronic Value Declarations) for accuracy before submission.
· Audit Readiness: Conduct regular internal audits of trade documentation (Digital Tax Receipts/CFDI, certificates of origin, and transport documents) to prepare for potential Secretaría de Economía or SAT audits.
· Process Optimization: Analyze trade data to identify opportunities for duty drawback, PROSEC (Sectoral Promotion Programs), or Rule 8 permits to reduce operational costs.
Required Qualifications
· Education: Bachelor’s degree in International Trade, Customs Administration, Law, or a related field.
· Experience: 3–5+ years of experience in Mexican foreign trade, specifically within an IMMEX/Maquiladora environment.
· Technical Skills: o Expertise in Annex 24 software (e.g., Aranxel, Vastera, or similar systems).
o High proficiency in VUCEM (Mexican Digital Window for Foreign Trade).
o Advanced data analysis skills using Excel (pivot tables, macros) and BI tools like Power BI.
· Knowledge: Deep understanding of the Mexican Customs Law (Ley Aduanera), General Rules of Foreign Trade (RGCE), and Incoterms 2020.
· Language: Fluency in both Spanish and English is required for stakeholder management and regulatory interpretation.
Preferred Certifications
· OEA (Authorized Economic Operator) or C-TPAT specialist training.
· Certification in Mexican Customs Law or specific IMMEX management.
