Are you ready to revolutionize Personal Property management? We're seeking a successful, experienced Business Process Reengineering Specialist to join our team in implementing a cutting-edge software system that continues to transform how USTRANSCOM manages our personal property system. The Business Process Reengineering Specialist ensures efficient functioning of organizational processes. This position is responsible for ensuring company procedures are up-to-date, efficient, and effectively executed across all teams. This position will lead collaborative efforts to develop and maintain a Business Process model while also supporting continuous improvement initiatives.
Responsibilities:
Lead reengineering of personal property processes to support the implementation of MilMove, a DoD initiative aimed at redefining personal property moves.
Provide subject matter expertise in the development of requirements, ensuring the system's functionality meet the operational needs of all stakeholders
Participate in collaboration sessions with stakeholders to understand and validate AS-IS processes, identify and address capability gaps, ensuring alignment with objectives of auditability, transparency, and optimized resource allocation
Conduct BPR related activity required as part of the systems engineering process to support use case development, end-to-end process modeling, and detailed functional and system requirements decomposition as part of specified and approved IT system design, development, and modernization activities
Perform analysis on business or systems process to identify opportunities for process automation, improvement, and increased efficiency and auditability and provide advice and recommendations
Leverage Model Based System Engineering (MBSE) to capture business rules, decision logic, exception handling, and end-to-end process flows
Produce TO-BE models for the material solution to streamline operations
Collaborate with program teams to translate requirements into features, user stories, acceptance criteria, and test scenarios
Collaborate with policy, audit readiness, and data governance teams to ensure future-state processes incorporate requirements for traceability, internal controls, and enterprise visibility
Maintain a structured BPR framework that aligns with DoD and USTRANSCOM objectives for standardized, scalable, and interoperable transportation operations.
Identify upstream and downstream process impacts, working with functional teams to resolve overlaps and handoffs between organizational boundaries
Participate in user experience reviews, testing, training, and change management efforts to promote adoption of standardized processes and tools, enhancing interoperability among joint service components.
Monitor and report on the progress of BPR initiatives, utilizing metrics to assess effectiveness, cost savings, and inform continuous improvement efforts.
Maintain DoDAF documents based on application releases.
Qualifications:
Required:
Bachelor's degree
Minimum of 5 years of related experience
Secret clearance is required to begin employment and must be maintained as a requirement of continued employment
Detail and process-oriented
Strong written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences
Experience with Department of Defense (DoD) applications
Expert knowledge of DODAF documetnation
Advanced working knowledge of Visio
Experienced with Scaled Agile Framework (SAFe) methodology
Desired:
Experience using Digital.ai Agility/Version One
SAFe Certified
Experienced with Scaled Agile Framework (SAFe) methodology

The proposed salary range for this position is:
