The Corporate, External and Legal Affairs team advances Microsoft’s public policy objectives, fosters constructive dialogue, builds trusted relationships across Canada and manages the legal operations of Microsoft Canada.
Operating at the intersection of technology, policy, law and business, CELA provides strategic guidance and operational support to ensure Microsoft’s perspectives are represented on key regulatory and legislative issues. The team drives operational excellence and compliance, enabling effective engagement on digital transformation, sustainability, artificial intelligence, cybersecurity, and other priority areas. Supporting CELA Canadian Government Affairs and Legal Affairs teams, you will partner with the leadership team to develop and execute planning processes, ensuring coordination with corporate and integration across the broader organization.
As a Business Manager you will manage the Canadian Government Affairs team’s budgets and rhythm of business (ROB), ensuring internal continuation of business operations during all times, including periods of change or special circumstances. This opportunity will allow you to collaborate with internal stakeholders and Microsoft teams to oversee the creation and implementation of execution plans.
You will also play a key role in supporting the operational success of the Legal Affairs teams in Canada. You will manage budgets, prepare general contracts, drive compliance (e.g. lobby registration), coordinate knowledge management, and provide general business management support on legal matters. You will work closely with stakeholders across the business and within CELA to ensure efficient, compliant, and transparent operations with consultants, outside counsel, and other suppliers supporting the team’s work.
**Responsibilities**
+ Manage the budget operations and contracting processes, including purchase orders, agreements, financial forecasting, and overall supplier relations.
+ Ensure procurement and financial activities follow company policy and compliance requirements.
+ Oversee regular compliance procedures, including transparency filings and regulatory adherence.
+ Actively support the review and improvement of compliance-related procedures relevant to the Government Affairs function in the region.
+ General business management support on legal matters including, but not limited to, bankruptcy, law enforcement requests, and corporate governance.
+ Curate and maintain knowledge-sharing platforms ensuring information is accessible and up-to-date.
+ Coordinate events and training, proactively planning strategic engagements and keeping records current.
+ Monitor organization health and respond to team culture issues.
+ Assist in strategic planning processes, quarterly business reviews, and maintaining the CELA strategy and operational playbooks.
+ Contribute to cross-team projects to meet changing business requirements and manage business needs.
**Success Metrics**
+ Budgets are managed within allocated limits each quarter; contracts and purchase orders are processed on time with no compliance flags or delays.
+ All projects and expenses receive compliance clearance with zero escalations or policy violations; required reports are completed accurately and on schedule.
+ Knowledge repositories are up-to-date and regularly used by the team; information silos are minimized.
+ Strategic plans and business reviews are delivered on schedule and approved by leadership; operational playbooks and processes are documented and functioning.
**Qualifications**
Required/minimum qualifications
+ Bachelor's Degree in relevant field (Business Administration, Finance, Public Policy, or a related discipline; other fields considered with appropriate experience) AND 4+ years experience in business operations, legal, finance, or a related field, preferably in a corporate, legal, or government affairs environment
+ OR equivalent experience.

+ Experience managing budgets, contracts, and compliance processes.
+ Organizational, analytical, and problem-solving skills.
+ High affinity for technology and digital tools; ability to leverage data for operational improvement.
+ Collaborative and adaptable team player, comfortable working independently in a fast-paced, dynamic environment.
+ Fluency in English required; proficiency in French is an asset.
Business Management IC4 - The typical base pay range for this role across Canada is CAD $96,000 - CAD $177,600 per year.
