Join our team today as a Business Development Manager in support of our US Federal Civilian market Business Unit, reporting to our VP Business Development. This is a Part-time Service on Call position reporting to our VP Business Development for Citizen Services/PSS.

 

The Business Development Manager will focus on the pursuit of opportunities consistent with the market segment focus of the Business Unit and Serco overall. Have a strong background in managed services, solutions and/or business process outsourcing as well as proven success in developing new business within the US Federal Civilian market.

 

In this role you will:

Serve as a strategic advisor to internal teams and client stakeholders, offering insights on operational transformation, workforce scaling, and performance infrastructure.Apply enterprise-level thinking to complex challenges, integrating policy, technology, and human capital considerations.Deliver tailored consulting engagements that align with mission objectives and drive measurable outcomes.Shape and grow strategies for new and existing contracts, ensuring continuity and innovation in service delivery.Leverage consulting expertise to uncover unmet needs,position differentiated solutions, and influence procurement strategies.Support pursuit of major bid activities, aligning business development, capture management, proposal development, and operational delivery.Facilitate cross-functional collaboration to ensure proposals reflect strategic priorities, compliance, and competitive positioning.Contribute to win strategies, solution design, and executive-level messaging. Qualifications

To be successful in this role you will possess the following:

Overall, 15+ years of executive-level experience with a proven track record of working with or providing services to U.S. Federal and State governments.Demonstrated domain expertise in enterprise transformation, case management, and operational performance.Background in consulting, managed services, and/or business process outsourcing preferred.Proven experience in developing and executing sales and acquisition strategies for large-scale contracts ($250M – $1B+).Experience delivering the full life cycle of business development and consulting engagements, including market analysis, account planning, opportunity qualification, pipeline management, and win strategy execution.Must have excellent communications skills (verbal and written) and highly effective interpersonal skills to influence senior executives, customers, teammates/partners, and subcontractors.Bachelor’s degree required; advanced degree preferred.Must be eligible for Public Trust clearance.

In compliance with state and local laws regarding pay transparency, the target salary for this role is $140,000; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
