Business Analyst
Job Title: Business Analyst Location: Rockville, Maryland Type: Contract Contractor Work Model: Hybrid, 2 days onsite Overview: The Business Analyst will support enterprise-level projects within the Change Management Office and must thrive in a demanding, fast-paced, and constantly evolving environment. This role requires someone who is highly adaptable, personable, and able to build strong working relationships across all levels of the organization. The ideal candidate is a team player who collaborates effectively — especially during focus groups, workshops, and cross-functional sessions — and consistently delivers high-quality work on time. Excellent written and verbal communication skills are essential. Key Responsibilities: Business Process & Requirements Support + Support ongoing business process analytics, requirements gathering, planning, and testing for enterprise initiatives. + Participate as a functional resource in collecting and analyzing data records of enterprise systems used across the local government client. + Collaborate closely with change management staff to understand business needs, evaluate impacts, and align process changes with organizational goals. Stakeholder Engagement & Collaboration + Build strong, positive relationships with business owners, technical teams, change management staff, and project stakeholders. + Facilitate and contribute to focus groups, workshops, and JAD (Joint Application Development) sessions while maintaining a professional, collaborative, and inclusive atmosphere. + Communicate clearly and effectively to both technical and non-technical audiences. Documentation & Process Improvement + Lead or support Business Analysis activities including: + Business Process Mapping + Business Process Re-Engineering + Business Process Improvement & Modeling + Produce high-quality, detailed documentation including: + As-Is business processes + To-Be business processes + Process flows, diagrams, and other visuals + Requirements documentation (functional and non-functional) Technical & Functional Support + Translate business requirements into functional and technical specifications for developers, vendors, and project teams. + Participate in and support: + Functional testing + Integration testing + User acceptance testing + Conduct data analysis, data visualization, and business intelligence tasks as needed. Change Management Partnership + Partner with the Change Management Office to support the creation of change management strategies and plans based on evaluation of business needs. + Assist in identifying impacts, communicating changes, and ensuring adoption of new processes and systems.
