This position involves coordination and cooperation with the Council of Governments (COGs), the Metropolitan Transportation Organizations (MPOs) and local elected officials in the State.

POSITION HIGHLIGHTS
+ Monday - Friday
+ Full-time (40 hours per week)

+ Location: Newington, CT
+ P-4 (Engineering, Scientific and Technical) bargaining unit
+ This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be foundhere. Employees in their initial working test period must work on site in the office.
THE ROLE
+ Facilitates and oversees the daily coordination with MPO’s, the COG’s and local officials regarding efforts to ensure that the planning process is conducted in accordance with federal laws and regulations. This includes coordination with required federal agencies (Federal Highway Administration and Federal Transit Administration) along with internal Connecticut Department of Transportation staff in all five bureaus. This position will be an important part of a unit which is responsible for assisting in leading both high level technical federal programs, as well as being responsible for a wide range of government affairs coordination. This position is unique as it blends technical planning and government affairs together to provide accurate and timely assistance to key agencies and stakeholders. Additional responsibilities will include aiding in review, approval, and oversight of planning programs, invoices, and contract compliance.
+ The Intergovernmental Affairs unit coordinates the COG’s Unified Planning Work Programs (UPWPs) to ensure compliance with the federal transportation planning process, laws, regulations, and policies. This unit is responsible for developing program guidance, soliciting for eligible projects, and disseminating information on projects under the Congestion Mitigation and Air Quality Improvement Program (CMAQ), Transportation Alternatives Program (TAP), and for corridor study planning proposals. The unit acts as the liaison with the MPO’s, COG’s and with other local, state, and federal agencies, and may also assist with liaison functions for other federal or state programs.
Duties and responsibilities also include, but are not limited to :
+ Oversight of the COGs/MPOs development of the following aspects of federal transportation planning process: Unified Planning Work Programs (UPWPs), Metropolitan Transportation Plans (MTPs), Public Involvement Plans (PIPs).
+ Function as a CTDOT liaison with the COG/MPO’s and municipalities to ensure clear communication on transportation programs and projects.
+ Ensuring compliance with federal planning requirements.
+ Review and approval of MPO/COG invoices.
+ Overseeing the selection, screening, and ultimate completion of MPO/COG planning studies.
+ Aid in managing planning studies included in the UPWP’s.
+ Overseeing the selection, screening, and ultimate completion of MPO/COG Congestion Mitigation and Air Quality (CMAQ) and Transportation Alternative Program (TAP) projects.
+ Assist with the coordination of monthly and quarterly COG Coordination meetings.
+ Participate in conferences, webinars, and meetings. In-person meetings will be an important component of daily tasks, with internal CTDOT staff, COG/MPO’s, elected officials, and municipal staff.
Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license, and may be required to travel, primarily within the state. This position will report to a Transportation Supervising Planner or an employee of a higher grade.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.
EXAMPLES OF DUTIES
WORKING LEAD LEVEL:
+ As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work;
+ Provides staff training and assistance;
+ Conducts or assists in conducting performance evaluations;
+ Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards;
+ Prepares correspondence;
+ Performs related duties as required.
ADVANCED LEVEL:
+ Performs complex tasks and assignments in developing, coordinating and reviewing transportation planning programs;
+ Recommends, coordinates or participates in transportation demonstration projects;
+ Participates in preparation and negotiation of agreements and contracts;
+ Oversees and participates in corridor studies;
+ Prepares and reviews reports, studies and surveys in compliance with department standards and needs and state and federal laws and regulations;
+ Coordinates activities or projects with local, regional, state and federal agencies, consultants and stakeholders as required;
+ Reviews consultants’ work;
+ Investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects;
+ May make presentations at legislative or public hearings;

KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of multi-modal transportation planning theory, practices and methodologies;
+ Knowledge of environmental considerations involved in transportation planning;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 1 or Transportation Engineer 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ A Bachelor’s or Master’s degree in Communications or Marketing, English, Regional or Urban Planning, Political Science, Public Administration or similar degree.
+ Experience with Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) planning regulations and funding mechanisms.
+ Experience reviewing, analyzing and commenting on technical plans and reports.
+ Experience managing and working with consultants.
+ Experience with contemporary transportation issues, policies and practices.
+ Experience developing, maintaining, and enhancing communication and relationships within CTDOT as well as outside organizations, stakeholders, elected officials, and the general public.
+ Experience in project or program solicitation, screening and selection.
+ Experience with Microsoft Office (Word, Excel, Access, PowerPoint, Outlook), use of GIS, ESRI or similar software.
+ Experience communicating and working collaboratively within a team and with external groups.
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
