Join our dynamic team as a Chief Building Official where you'll play a vital role in jurisdictional development and operations. A CBO will plan, organize and supervise building inspection, plan check, code enforcement, and public counter activities of a municipality; to recommend and implement policy concerning building safety and zoning matters; enforce and administer construction and safety codes; and to provide highly responsible and technical staff assistance.
This is a senior management level classification responsible for the management and operation of a Building Division and functions as the Chief Building Official for a municipality. Exercise significant independent judgment in the application and enforcement of building codes and ordinances within a jurisdiction and exercise initiative in ensuring that building codes used by the jurisdiction meet current legal and professional guidelines.
**Key Responsibilities: **
Provide strategic leadership and oversight for all building-related activities.Manage a team of professionals involved in developing, interpreting, and implementing building codes and standards.
Lead in the application, enforcement and interpretation of building codes, laws and ordinances.
Participate in the development and implementation of jurisdictional goals, objectives, policies and priorities. Plan, organize, control, evaluate and improve the functions and activities assigned to the CBO of a jurisdiction. Review and update local municipal codes for model building and construction code adoption ordinances amending California codes per local requirements. Enforce all appropriate building, zoning and safety codes and ordinances. Resolve difficult and complex building and code compliance problems, meeting with developers, contractors, architects, engineers and homeowners. Appear before public agencies, business and civic groups and other organizations in the presentation and discussion of building and safety related problems, proposals, projects and policies. Prepare and administer the division budget as assigned by a jurisdiction. Maintain a high level of public relations, including positive and productive working relationships with department staff, the general public, other departments in the municipality, and adjacent jurisdictions. Supervise, train, and evaluate subordinate professional, technical and administrative support personnel. Interpret building codes and standards for internal and external stakeholders, including government officials, industry professionals, and the public. Perform assigned duties within the supported agency’s guidance, culture, and approach.
Review new products, materials, and methods of construction.
Respond to concerns and requests for information from the public.
17. Participate in investigations of substandard buildings for rehabilitation, moving and/or demolition.
18. Other duties as assigned.

Knowledge of:
Principles, practices and techniques of plan-check and Building Inspections. Federal, State, County and city laws, codes and ordinances relating to building construction. Modern methods of building construction as applied to building, electrical, plumbing, mechanical and other related requirements. Acceptable health and safety standards in building construction. Principles and practices of organization, administration, budgeting and personnel management.
Ability to:
Plan, organize and manage a citywide program of building and code enforcement activities. Interpret and explain codes, regulations and ordinances. Detect through inspection deviations from plans, codes, regulations, ordinances and specifications. Read and understand building construction plans and drawings, engineering and public works construction plans and specifications. Select, supervise, train and evaluate assigned staff. Communicate clearly, both orally and in writing. Analyze department policies and procedures; identify, recommend and implement improvements. Establish and maintain collaborative relationships with those contacted in the course of work. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Work well under pressure to meet deadlines.
**Experience and Education:**
Any combination of experience and education that would provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Sufficient years of increasingly responsible experience of a supervisory, administrative or professional nature in the design, construction and inspection of public, commercial, industrial or residential buildings to demonstrate possession of the knowledge and abilities listed above. Equivalent to a Bachelor's degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture or a closely related field. Possession of a certification as a Certified Building Official issued by the International Code Council (ICC), or equivalent certification is required, or Possession of a Certificate of Registration as a professional engineer or architect in the State of California.
**Physical/Mental demand and environmental setting:**
While performing the duties of this class, an employee is regularly required to sit, and move to
access office equipment; and to communicate, in person and by telephone and email. An
employee is frequently required to move within and between city facilities and other locations.
Abilities required by this job include reading documents and operating office equipment as
necessary during the course of the work assignments.
While performing the duties, employees of this class are regularly required to use written and oral
communication skills; read and interpret financial and statistical data, information and documents;
analyze and solve problems; use math and apply mathematical reasoning and abstract statistical
concepts; learn and apply new information or skills; perform highly detailed work on multiple,
concurrent tasks; work under intensive deadlines; and interact with staff, Council members and
others encountered in the course of work.
The employee works under typical office conditions and the noise level is usually quiet.
Employees may be required to travel to work sites or other sites for meetings; attend evening and
weekend meetings; and frequently travel to construction areas of the city for field visits. The
employee may be called on outside of regular work hours to analyze buildings damaged in a crash
or other event.
This is an at-will management classification.
