GENERAL DESCRIPTION:

SUMMARY:
DCA is seeking one qualified candidate to join our team as a Budget Analyst. We are open to hiring at the 1, 2, or 3 level, as we are looking for the best talent regardless of where you are in your career. The final job title and salary will be based on the selected candidate’s specific education and years of experience.
Experience Level Guidelines:
+ Budget Analyst 1: Entry-level. Focuses on learning state systems and foundational budget monitoring. (Meets minimum requirements).
+ Budget Analyst 2: Professional-level. Requires previous experience with complex analysis and higher independence.
+ Budget Analyst 3: Senior-level. Requires extensive experience, likely in state government budgeting, with the ability to lead projects and provide strategic recommendations.
This position reports directly to the Budget Manager and, under broad supervision, develops, prepares, analyzes, and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation, and recommends appropriate courses of action to management. Performs expenditure analysis and prepares budget-related financial summaries and recommendations for management review.
MINIMUM ELIGIBILITY REQUIREMENTS
Bachelor's degree in public administration, business administration, accounting, finance, or related field from an accredited college or university
OR
Associate's degree in public administration, business administration, accounting, finance, or related field from an accredited college, AND Two years of fiscal analysis experience
OR
Four years of fiscal analysis experience.
PREFERRED QUALIFICATIONS
Preference will be given to applicants who, in addition to meeting the entry qualifications, possess 2 or more of the following:
+ Experience analyzing and interpreting complex financial data
+ Demonstrated proficiency with Microsoft Excel (pivot tables, VLOOKUP)
+ Experience running queries in PeopleSoft Financials (TeamWorks)
+ Experience working in Workday
+ Completion of Budget and Financial Management Certification Program
JOB DUTIES AND RESPONSIBILITIES
· Performs job responsibilities with minimal supervision.
· Assists with the development and preparation of the annual operating budget and subsequent amendments.
· Monitors budget, expenditures, and revenues to ensure budgetary compliance.
· Ensures timely review and processing of all financial transactions to maintain expenditure controls.
· Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
· Serves as an adviser to program staff regarding the appropriate utilization of funds.
· Assists with coordination, collection, and analysis of information for and with the Office of Planning and Budget, House Budget Office, and Senate Budget Office.
· Reviews, interprets, and writes policies and procedures associated with budget and other accounting.
· Completes special projects and performs other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
Knowledge of Microsoft Excel and other computer software/databases
Ability to understand financial and/or cost accounting concepts
Ability to pay close attention to detail
Ability to work independently; multi-task; exercise sound judgment; make responsible decisions
Ability to maintain confidentiality
Skills in verbal/written communication, interpersonal, and organization
POSITION REQUIREMENTS

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as an in-office position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.
Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.
Must maintain punctuality and attendance as scheduled.

Associate degree in accounting, business/public administration, or finance from an accredited college or university and two (2) years of fiscal analysis job-related experience; or four (4) years of fiscal analysis job-related experience; or two (2) years of experience at the lower level Budget Analyst 1 (FIP010) or position equivalent.
