TheBudget Services Section facilitates the optimal use of financial resources for the Department of Public Safety. This is achieved through the annual Budget Request, in conjunction with constant budget monitoring throughout the year. In addition, the section provides timely, useful budget information to Budget Unit Heads, as well as local, state, and federal entities that request information. A Budget Analyst 1/2/3 is responsible for monitoring expenditures and revenue collections; preparing monthly projections, grant claims, and annual budget requests; running reports; analyzing data; and recognizing historical trends of assigned agencies within the Department of Public Safety. During the Legislative process, the incumbent will prepare fiscal note impacts in response the legislative requests. This position also communicates regularly with agency contacts to maintain current information that aids in providing accurate budget numbers. Minimum Qualifications Three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR Six years of full-time work experience in any field; OR A bachelor’s degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: *Monitors and forecasts revenues and expenditures to identify trends and potential funding problems. *Prepares required reports and financial statements, which include the compilation and analysis of data. *Proposes alternatives to spending and revisions in the authorized budget. *Reviews, projects, reports, and proposes changes to performance indicators. *Prepares budget adjustment forms as necessary to draw or transfer funds. *Apply financial costs and explanations of those costs to proposed legislation. *Prepares the annual budget request, which includes financial information and verbiage detailing how the requested funds will be used. *Prepare the annual operational plan. *Assist agencies with their strategic plan.
