The Office of Management and Finance (OMF) oversees the agency’s fiscal operations, budgeting, procurement and contracts, human resources, and other key administrative functions. We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.
About This Job
This position is responsible for assisting with the preparation of the Louisiana Workforce Commission's state budget. It assists the appointing authorities in funding mandated programs/activities and special interests within each of the six programs throughout the Department. This position assists with overseeing an annual budget of over $300 million. This funding comprises various sources from State General Fund, interagency Transfers, Fees, and Self-Generated, Statutory Dedications, and Federal Funds. This position helps to ensure the Louisiana Workforce Commission does not exceed its appropriated funding level for a given fiscal year.

Minimum Qualifications
Three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Serves as the primary assistant to the Budget Administrator 1 in the budget and operations section. Assist with the operations of the section. Assists with preparing budget request documents and recommends budget levels to executive management based on established procedures; serves as a resource person in following agency administrative policies and procedures, ensuring the Department is in compliance with state laws. Assists with the preparation of budgetary reports for the overall operations of the Department. Evaluate programs to ensure budgets are in line with appropriated funding. Reviews state legislation and executive orders for Interpretation, implementation, and compliance. Determines the fiscal impact of new and revised state and federal mandates and assists with defending the budget for the Department if needed.
+ Completes/Updates the agency's strategic plan, operational plan and enters all performance indicator data into LaGov by program for each quarter.
+ Assists with spreading the Department's initial budget within the state's financial system for the upcoming fiscal year.
+ Prepares budget adjustment forms for the Department to adjust revenues and expenditures throughout the six appropriated programs
+ Assist with approving acquisitions within the Department's internal system.
+ Assist with approving Department contracts
+ Other duties as assigned.
Position-Specific Details:
Appointment Type: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

Career Progression: This position participates in a Career Progression Group (CPG) and may be filled as a Budget Analyst 1, 2, 3, or 4. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position is an opportunity to advance within this job series.
