Bioeconomy Strategist - Peru
Primary Duties and Responsibilities:
The UK PACT
(Partnering for Accelerated Climate Transitions) programme aims to improve the
effectiveness of key public, private, and civil society institutions in partner
countries to transition to low carbon development. UK PACT seeks a qualified
Bioeconomy Strategist to support the Ministry of Environment (MINAM) of Perú in developing a roadmap to elaborate
a multisectoral National Bioeconomy Strategy. This initiative seeks to
prioritise key sectors with high economic and environmental potential, such as
non-timber forest products (e.g. camu camu and aguaje), while fostering
sustainable practices that align with global climate and biodiversity goals. This
role will be critical for providing technical and strategic support to
strengthen governance of the bioeconomy and bio-businesses in Peru; uniting key
stakeholders from government, private sector, and academia to accelerate
bio-based inclusive economic opportunities in the country.
This assignment will
be full-time, based in Lima, Peru for from mid-September 2025 through the 25th of December 2026.
The main activities to be carried out by the Bioeconomy Strategist include the
following:
- Supporting
the development of a conceptual framework with a clear and actionable roadmap for a
multisectoral National Bioeconomy Strategy. This will include leading diagnostic
analysis anchored in inclusive governance and equitable benefit-sharing;
- Aiding in strengthening institutional governance in Peru to lead bioeconomy activities in-country and as a regional hub, ensuring the inclusion of traditionally excluded actors in decision-making and implementation processes across the bioeconomy ecosystem. This will include conducting stakeholder consultations as part of a comprehensive gender, equity, diversity, and social inclusion (GEDSI) analysis that ensures meaningful participation of diverse actors, including women’s organizations, Indigenous and Afro descendant communities, and persons with disabilities;
- Providing capacity building for MINAM, MEF, and MIDAGRI (SERFOR) technical teams and stakeholders to enhance bioeconomy-related decision-making. This will include consolidating and sharing best practices in bioeconomy governance, market development, innovation, environmental and social safeguards, and equitable benefit-sharing with attention to inclusion, social sustainability, and diverse knowledge systems;
- Organising workshops to share the vision of what an enhanced bioeconomy can mean for Peru, the sectors that should be prioritised, and how to ensure participation across genders, ethnicities, age groups and abilities, while effectively showcasing activity deliverables to key stakeholders. This will include managing follow-up meetings and communications using content tailored to participants’ needs, facilitating stakeholder buy-in to the strategy and better disseminating the activity’s progress and achievements.
Required Qualifications:
- A relevant post-graduate degree in
in Natural Sciences, Environmental Engineering, Forestry Engineering,
Agronomy, Public Policy, and/or relevant areas;
- Substantial experience (in public or private sector) with project
development, preferably on natural resources management, environmental
governance, circular economy, bioeconomy, and/or bio-businesses issue;
- Strong stakeholder engagement
experience, as well as experience in developing public strategies or
policies and capacity-building activities such as events/workshops (to
include developing learning materials, agendas, organizing speakers, etc.);
- Familiarity with participatory and
inclusive methodologies, including those that integrate Indigenous and
local knowledge systems into planning and decision-making processes;
- Demonstrated understanding of gender
equality, disability inclusion, and social equity principles in
environmental or rural development contexts;
- Excellent project-management,
strategic thinking and analytical capabilities, with MS Excel experience
and data management skills;
- Strong interpersonal, relationship
building, written and verbal communication skills, combined with Spanish
and English professional proficiency.
