Benefits Specialist - Entry level

ADP is hiring a Benefits Specialist I. In this position you will support the complete administration of the health, life, dental, vision, disability, voluntary benefits, flexible spending accounts, health savings accounts and other benefit programs for ADP TotalSource and the Business Risk Evaluation (BRET) process. Responsible for benefit plan data management, including system updates and testing to support plan benefit designs, rates, COBRA, FSA, HSA and Open Enrollment. Ensures compliance with Section 125, ACA, FSA, HSA, COBRA, HIPAA, and FMLA as well as other applicable state and federal benefit laws. Supports the internal client (Sales and Service) by interpreting and providing guidance on business rules and applicable laws.

RESPONSIBILITIES:

Accountable for all system implementation, benefit plan design build and rates presented to clients and worksite employees. Liaison with assigned national and/or regional carriers on day-to-day operations; serves as subject matter expert for respective carriers and products. Adheres to strict deadlines for Open Enrollment. Manages weekly carrier calls by coordinating with various benefit areas and finds resolution to issues that arise. Supports other team members' carriers as needed. Supports team with the plan system setup, including all input and output/fulfillment associated with the implementation of new carriers, new products, regulatory developments and procedural changes. Performs testing and verification of new system enhancements and services. Performs Open enrollment and Year End processing project work. First tier resolution for field support on benefit interpretation, client or worksite employee escalations. Supports Field Services, Employee Service Center, Implementation and Sales with benefit related questions and issues. Responsible for content management on SharePoint as the primary source for the service teams, and other tools utilized to accurately identify benefit plan offerings to worksite employees. Manages product implementation, renewal negotiations, rate tier strategy, adherence to timelines, tracking and reporting, develop and deliver benefit plan trainings to associates. Develops benefits business rules and standard operating procedures. Provides consulting/technical advice on complex issues. Collaborates with Broker Partner on renewal documentation, validation of rates, training, business rules, escalations, and more complex resolution issues. Benefits Solutions Group subject matter expert in plan design, administration and regulatory compliance. Ensures compliance with Section 125 Internal Revenue Code, ERISA, ACA, FSA, HSA, COBRA, HIPAA, FMLA, USERRA and any other applicable city, county, state - federal benefit laws. Develop and conduct training on benefit related policies, benefits business rules and products. Defines and manages policies and procedures that support the organizational business benefit operations. Accountable for the process for gathering and analyzing data to meet government requirements applicable to the Health - Welfare Program, and Employer related filings, including Form 5500 filing, state required filings (San Francisco Ordinance and Mass Fair Share Contribution), EEO-1 annual report, and other applicable laws. Conducts Section 125 non-discrimination testing of the Flexible Spending Accounts (FSA) and facilitates communication of testing results to internal counsel and senior management. Ensures Summary Plan Description (SPD), Summary of Material Modifications (SMM), Summary Annual Reports (SARs), Summary of Benefits and Coverage (SBC), and all annual benefit notices are met in accordance with federal and state laws. Accountable for reporting accuracy and meeting deadlines for filing requirements to be met by the organization. Travel (other than driving) 10-15% of time based on business needs. QUALIFICATIONS REQUIRED:

1 to 2 Years of Directly Related Experience

PREFERRED QUALIFICATIONS: Preference will be given to candidates who have the following:

Bachelor's Degree or its equivalent in education and experience Major Area of Concentration Business, Human Resources or related field HR, Benefits and/or Payroll experience is a plus CEBS or CBP, PHR/SPHR Certifications Customer service and prior benefits experience Strong knowledge of federal, state and local laws pertaining to HR and Benefits Administration Ability to interact with all levels of an organization. Ability to build internal and external relationships and provide excellent customer service. Excellent Communication Skills-Verbal, Listening and Written Ability to make decisions and judgments utilizing strong analytical and problem solving skills Ability to work independently and in a team environment. Highly adaptable. Demonstrated ability to multi-task. Must be able to work under time constraints and deadlines, while being highly organized and having excellent attention to details.
