ICF is seeking an Azure Cloud Architect who is passionate about designing and delivering secure, scalable, and intelligent cloud-native solutions. This role is central to a major digital modernization initiative supporting workforce development infrastructure across Puerto Rico. This position requires deep technical expertise in Microsoft Azure, strong communication and leadership skills, and a commitment to DevSecOps and agile delivery. You will lead the architecture of a modular, AI-enabled platform that supports services across multiple local development areas. You will also play a key role in mentoring engineering teams, ensuring security compliance, and driving innovation through automation and analytics.

Job Location: This position is based in Puerto Rico.

What you’ll be doing:

Architect and lead the implementation of a cloud-native platform on Microsoft Azure using AKS, serverless functions, and secure APIs.

Translate business and user needs into scalable, modular solution architectures.

Drive adoption of DevSecOps practices, including CI/CD pipelines, infrastructure as code, and automated testing.

Embed AI/ML capabilities using Azure OpenAI, Cognitive Services, and Azure Machine Learning to support predictive case management and smart recommendations.

Design and implement Zero Trust security principles including RBAC, MFA, and continuous monitoring.

Lead real-time analytics and data integration using Azure Synapse, Purview, Power BI, Data Factory, and SQL DB.

Collaborate with cross-functional teams including engineering, analytics, and user support to ensure successful delivery and post-launch operations.

Support bilingual co-creation, iterative design, and role-based training as part of a human-centered agile delivery model.

Provide architectural oversight and mentorship to development teams and ensure alignment with enterprise standards and governance.
 

What you must have:

Bachelor’s Degree in Computer Science, Information Systems, Engineering, or a related technical field.

8+ years of experience in cloud architecture and enterprise software systems.

5+ years of experience with Microsoft Azure services including AKS, Azure Functions, Azure AD, and Application Gateway.

U.S. Citizenship or authorization to work in the U.S. and ability to obtain necessary clearances.

What we’d like you to have:

Experience with bilingual or multilingual application delivery.

Familiarity with SmartOps tools and operational resilience strategies.

Experience with DevSecOps pipelines, infrastructure as code (e.g., Terraform), and CI/CD tools.

Strong understanding of Zero Trust security models and compliance frameworks.

Experience with AI/ML integration in enterprise platforms.

Experience working in public sector or workforce development projects.

Experience working in bilingual (English/Spanish) environments or supporting Spanish-speaking stakeholders

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$80,708.00 - $137,203.00
