About this Job:
The position is in the General Law Unit of the DOTD Legal Section. Under the oversight of an attorney supervisor and other senior attorneys, this position is responsible for providing legal counsel to the Department regarding the application of and compliance with applicable state and federal laws, including those pertaining to contracting and procurement, funding and finance, and permitting and joint use agreements. Incumbents are also responsible for drafting of Cooperative Endeavor Agreements and other specialized contracts in order to meet the needs of the Department. Incumbents may represent the department in negotiation, mediation, or litigation in connection with claims for damages suffered by the department, disputes relating to the General Law Unit's areas of expertise, or otherwise, as assigned. Incumbents also provide support to their supervisor and Legal Section management in connection with legislation and rule promulgation, and perform other tasks as assigned.

Job Duties and Other Information
Job Duties:
+ Cooperative Endeavor Agreements and Other Specialized Contracts:Researches, develops, drafts, and reviews Cooperative Endeavor Agreements (CEAs) and other specialized contracts between the Department and private and public parties, as assigned by the General Counsel, Deputy General Counsels, or Attorney Supervisor over the General Law Unit. As part of this responsibility, ensures that all provisions of assigned CEAs or contracts comply with all applicable laws, and protect the interests of the Department to the extent practicable. Works with applicable Department Executives, District Administrators, Section Heads, and Project and Program Managers in order to accomplish these responsibilities.
+ Advice and Counsel Regarding Contracting and Procurement:Provides advice and counsel to Sections of the Department responsible for contracting and procurement activities, as assigned by the General Counsel, Deputy General Counsels, or Attorney Supervisor over the General Law Unit. This responsibility includes, but is not limited to, providing advice to the Procurement Section regarding its contracting and purchasing activities, to the Compliance Section regarding its oversight of the Department's DBE/SBE program, to Contract Services regarding its Intergovernmental and Entity-State Agreements, to the Office of Multimodal Commerce regarding its grant agreements, and to Project and Program Managers. Incumbent is required to be knowledgeable of state and federal laws governing the Department's contracts, including applicable provisions of Titles 48 and 38 of the Louisiana Revised Statutes, Title 23 of the United States Code, 2 C.F.R. 200, and other related federal regulations applicable to contracting and procurement.
+ Advice and Counsel Regarding Funding and Finance: Provides advice and counsel to Offices and Sections of the Department responsible for funding and finance activities, as assigned by the General Counsel, Deputy General Counsels, or Attorney Supervisor over the General Law Unit. This responsibility includes, but is not limited to, providing advice to the Office of Management and Finance, the Office of Planning and Programming, and to Project and Program Managers regarding federal and state laws governing the use of specific funding sources. Incumbent is required to be knowledgeable of state and federal laws governing funding sources and the expenditure and accounting of funds, including the Louisiana Constitution, applicable provisions of Titles 48 and 39 of the Louisiana Revised Statutes, state appropriations acts, Title 23 of the United States Code, the Federal Acquisition Regulation, and other related state and federal statutes and regulations applicable to funding and finance.
+ Advice and Counsel Regarding Permitting and Joint Use Agreements:Provides advice and counsel to Sections of the Department responsible for permitting activities and joint use agreements, as assigned by the General Counsel, Deputy General Counsels, or Attorney Supervisor over the General Law Unit. This responsibility includes, but is not limited to, providing advice to DOTD Districts and to the Road Design and Traffic Engineering Sections related to permits issued by the Department, and providing counsel to the Road Design and Real Estate Sections regarding joint use agreements. Incumbent is required to be knowledgeable of state and federal laws governing Permitting and Joint Use Agreements, including applicable provisions of Title 48 of the Louisiana Revised Statutes, Title 23 of the United States Code, and other related state and federal statutes and regulations applicable to permit issuance or joint use agreements.

Compensation: This position is eligible for premium pay per hours worked as follows:
