It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development. Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with CDHS’ program staff for IT support, operations, maintenance, modernization and implementation of new IT systems Description of Job Hybrid Working Arrangements This position is required to report to the office at least 2x a week. This position also requires frequent in-state travel to various locations. These arrangements are subject to change based on business needs. Job Description: The Associate Director of Data Governance will oversee the day-to-day Department’s data governance program, ensuring the consistent and proper management of staff, the data ecosystem and data assets. Will provide insight and will collaborate, co-develop, and implement Department Data Governance policies and procedures, fostering data quality and integrity. Will manage data access rights and security, leading a team of data professionals responsible for collecting, analyzing, transforming and reporting data across the Department. The Associate Director Data Governance provides critical support to the Department’s data driven initiatives, including statewide performance reporting platforms and strategic data analysis for executive management. They align and collaborate with senior leadership, influencing management decisions beyond the unit and agency divisions. Their expertise extends to managing department-wide data ecosystem development, integration, analytics, data management, identity resolution, and Tableau dashboard creation. This position serves as a lead over contract workers, ensuring the technical merit of their contributions. The Department requires the implementation of a robust data and application development strategy, built around data privacy and data security, to deliver the following benefits: + To mitigate application and data privacy/security risks. + Reduce operational costs related to maintaining applications and data, and redundancies in application usage across CDHS along with redundancies in data maintenance across the agency. + Lead and assist the department in developing and maintaining a comprehensive application catalog of various CDHS Offices and Divisions, detailing the business use cases, test plans, test execution results, system configuration diagrams, data configuration diagrams, data flow diagrams, among others, as deemed necessary based on policies set by the data governance team. + Developing and maintaining a process to monitor compliance with application standards and data governance policies established for CDHS under the guidance of the Data Governance Council. + Working with OIT and external vendors to implement a solution to monitor compliance with data sharing rules, regulations, and contracts throughout the department and perform quarterly, bi-annual, annual audit of inventory and compliance cross-agency. + Managing data inventories and knowing how data are used to improve transparency, which also increases the value of state data. + Increasing customer confidence in applications, data and data management as application and security development processes are standardized and publicized. + Being the catalyst to manage changes in systems over time by bringing focus to issues and gaps in systems related to data management.
