Typical Accountabilities:
This role will contribute and lead the regional projects, program and drive change in below areas:
R&D Category Management and Business/Supplier Engagement (60%):
Accountable or support designing, and implementation of strategies of assigned global categories to optimize business efficiency. Identify opportunities and drive changes from procurement to increase quality of service, value for money, business performance and innovation.
Accountable for ongoing category management activities including strategic sourcing, supplier collaboration and innovation, contract review and risk management as required
Develop an extensive understanding of customer needs and the business environment and translates this into meaningful Procurement projects; builds strong relationship with stakeholders and ensure customer satisfaction
For Procurement owned suppliers accountable for all aspects of supplier relationship management
Responsible for sustainability actions ensuring our suppliers are aligned and delivering in line with our sustainability goals
R&D Project Management and Governance (PMO) (5%)
Track key RDP project status (including must win projects, saving projects, business driven projects) on regular basis, maintain PMO dashboard and healthy status, monitor key milestones with project owners, ensure risk escalation and mitigation on time.
As Project Management champion constantly optimize PMO methodology and knowledge sharing in collaboration with global/local PMO functions.
Support the planning, managing, and monitoring of procurement governance and performance and projects from concepts to implementation, or provides expert technical support to procurement team
Process and System Excellence (15%)
RDP China Process – leads the development, evolution, deployment, and quality management of the RDP China Process driving continuous improvement using LEAN and Digital solutions. The RDP China Process covers all the processes RDP China and R&D Stakeholders need to follow across the Procurement Value Stream to ensure compliance to policies and procedures across Procurement, R&D and Finance to ensure both compliance and process robustness. Strong collaboration across all the process owners is critical to ensure consideration of interdependencies among processes and functions.
Procurement related system design, testing and implementation on RDP China behalf. Including but not limited to Sonic COUPA launch, Sourcing Lite, Contract management as well
Keep up to date knowledge of best practices and new developments of processes and systems and shares with the team as necessary
Business Planning & Performance Monitoring (5%)
Support RDP business plan - the annual Mid Term Plans (MTP) process representing RDP China,
Manage and coordinate all R&D China Procurement data and reporting, including monthly/quarterly spending, savings, supplier performance reports etc. flag risk vs target and drive mitigation actions.
Implement, monitor and report the R&D Procurement value tracker (saving) in line with the Global procurement definitions and reporting, running regular status reviews against annual target
Tracking and driving the China Procurement Operating Model collaborate with GSCE and global team
Maintain up-to-date R&D Preferred Supplier List in China by category align with global definition and approved scope (including MSA and 3PRM)
Compliance, internal control (15%)
Manage the RDP China Risk and Issue Management Framework collaborating closely with RDP and broader team. Close collaboration with R&D China compliance and DOC team tracking compliance case related to R&D category and functions.
Support with internal and external audit requests from RDP China and coordination of related CAPAs.
Education, Qualifications, Skills and Experience
Essential:
Procurement experience (both category management and process excellence), understand R&D business and category nature
Project management qualification
Extensive experience in strategy development and business planning
Extensive experience in risk management and effective communication of risks to senior stakeholders
Excellent Presentation skill (including document generation)
Ability to effectively communicate with stakeholders
