Associate Department Administrator
The Associate Department Administrator for The University of Texas Police at Houston (UTPD) whose responsibilities include applying technical expertise, leadership, and oversight of the Division's fiscal, budgetary, and human resource initiatives. Executes on divisional priorities and ensures activities are aligned with strategic plan. Develops, implements, and measures performance of assigned administrative processes impacting budget performance. Impacts the efficiency and effectiveness of financial and human resource operations within The University of Texas at Houston Police Department (UTPD). Provides leadership and oversight of the Division's contract portfolio, collaborating with leaders in the development of scopes of work, partnering with Sourcing to establish a procurement path consistent with Institutional policies and guidelines. Tracks contract key performance indicators, engaging with stakeholders to assess performance, identify trends, and implement strategies targeting growth and increased value. Represents the Division throughout the business review process and identifies opportunities to create greater value. Collaborates with stakeholders in the development of UTPD service agreements and memorandum of understanding. Develops data visualization tools used to track, monitor, and plan for contract renewals, amendments, and extensions. Serves as Security Coordinator in the UTHSC PeopleSoft application, assessing requests and assigning security profiles as appropriate. In conjunction with the Department Administrator, and in collaboration with the Senior Financial Analyst, assists to execute and monitor division budget priorities. Collaborates with leadership in all fiscal activities, measuring performance, identifying trends, and implementing strategies that align with Division priorities and strategic plans. Develops data visualization tools, analyzes financials, and identifies performance trends. Has oversight of the monthly financial reports and provides updates to leadership. Coordinates independent and internal audits of fiscal activities. Implements strategies to streamline processes related to both UTMDACC and UTHSC-H procurement functions. Researches, identifies, and develops grant proposals and leads the grant application process. Oversees the Division's internal purchase requisition process, employing financial stewardship over fund sources. Serves as delegate signer over assigned division chartfield strings, reviewing and making approval decisions of PeopleSoft requisitions. Oversees the human resource functions related to both MDACC and UTHSC family medical leave cases, ADA cases, and modified/light duty assignment requests. Collaborates with Division leaders to identify operational needs that may be fulfilled through modified duty assignments and allocates available resources accordingly. Develops processes to track active cases and works with the employee's chain of command to ensure timely communication and case status updates as appropriate. Serves as FMLA Coordinator for staff on the UTHSC payroll. As directed by the Department Administrator, provides technical expertise and leadership to the administrative operations of the Division. Reviews existing policies and procedures, ensuring there is alignment with administrative processes. *EDUCATION: * Required: Bachelor's degree in Business, Hospital/Health Care Administration, or related field. *EXPERIENCE: * Required: Four years health care related experience in a professional/administrative capacity, to include two years of experience in a supervisory capacity. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Preferred: Manages budgets, procurement functions, track finances, analyzes and identify trends. HR functions, and support staff needs to keep operations running. *OTHER: * Required: Must pass pre-employment skills test as required and administered by Human Resources.
