Duties Description Under the direction of the OASAS Commissioner, the incumbent of this position will serve as a member of the agency’s cabinet and play a critical role in promoting the agency mission of ensuring access to addiction prevention, treatment, harm reduction, and recovery services across the State. The incumbent will serve in an exempt class policymaking position and is directly responsible for overseeing all aspects of OASAS activities in the areas of standards, quality assurance, performance improvement, workforce development and Regional Office operations. Duties include but are not limited to:1. Direct the Bureau of Certification. This includes developing and monitoring policies and procedures for certification and oversight of all OASAS-certified provider agencies (state and privately operated), assuring adherence to regulatory and quality care standards. These are critical agency activities, as they relate to: NYS’ response to the significant needs of patients, families and communities in the midst of the overdose epidemic; assurance of patient health and safety; suitability of facilities, provider governing bodies, staffing patterns and clinical/medical practices; and compliance with Federal and State Medicaid and other reimbursement/programmatic requirements. 2. Direct the Bureau of Workforce Development (inclusive of the Credentialing Unit and Learning and Development Unit), including development and monitoring of policies and procedures relative to all professional development, and credentialing for the addictions workforce in NYS (state and private). In addition, direct the Learning and Development Unit in its oversight of the OASAS Impaired Driver Services Program. These activities are undertaken with significant stakeholder input, and relate directly to the safety, quality and ethical provision of patient care. 3. Oversee the operation of the agency’s seven Regional Offices located throughout the state. These offices serve as the local liaisons to service providers, helping with the initial certification process, providing ongoing technical assistance, and onsite support as needed. In addition, the Regional Offices help to communicate and ensure provider implementation of agency policies, regulations, and initiatives. These ‘hubs’ serve a critical role in the agency’s functions and operations by working directly with providers on the frontlines of the state’s ongoing overdose crisis.4. Serve as a key member of Commissioner’s leadership and Executive Team.Travel: 15-20%.
Minimum Qualifications A Bachelor’s degree and nine (9) years of experience in a human services, social services, social work, counseling, public administration, criminal justice or closely related field. A Master’s degree or J.D. may substitute for one (1) year of specialized experience; Ph.D. may substitute for two (2) years of specialized experience. At least four (4) years of experience must have been at a managerial level. Candidate must have knowledge of substance used disorder services and administration.
