Assister Outreach Subject Matter Expert

Our work depends on an Assister Outreach Subject Matter Expert (SME) joining our team remotely to support the Centers for Medicare and Medicaid Services (CMS). Work visa sponsorship will not be provided for this role.

As an Assister Outreach SME, you will be trusted to work with a team of instructional designers, a publications team, and others to develop advanced (200-level) training and supplemental publications for the Navigator and broader CMS Assister communities. You will help reinforce the effectiveness and efficiency of assister organizations, provide subject matter expertise to the CMS Consumer Support Group’s (CSG’s) Division of Consumer Advocacy and Assister Support (DCAAS) and Division of Assister Programs (DAP), and ensure all training products are accurate, high quality, and aligned with program goals.

In this role, a typical day will include:

Training and Materials Development: Inform the creation of advanced training modules, job aids, webinars, standard operating procedures, and supplemental resources that meet the evolving needs of assisters and reinforce compliance with program requirements.SME Support to Federal Partners: Provide expert input and technical guidance to DCAAS and DAP, helping to interpret policy, address emerging questions, and strengthen alignment across programs.Assister Organization Engagement: Work closely with Assister and Navigator organizations to reinforce efficiency and effectiveness, share best practices and lessons learned, and support strategies for continuous improvement.Quality Assurance: Review and QA public-facing health policy training products, supplemental materials, and technical documents to ensure accuracy, clarity, accessibility, and usefulness for the Assister community.Advisory Role: Serve as an advisor to management, recommending functional changes and identifying areas for investigation and improvement, and providing recommendations through briefings, reports, and other key documents.Collaboration and Mentorship: Partner with instructional designers and publications staff to ensure effective instructional design and provide mentorship to less experienced analysts when appropriate.Other Duties: Contribute to special projects, outreach efforts, and related initiatives as assigned.

REQUIRED QUALIFICATIONS:

Master’s degree or higher and 15+ years of hands-on experience with federal and state health agencies, health policy, outreach and enrollment.Expert experince working with the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) Consumer Support Group’s (CSG’s) Division of Consumer Advocacy and Assister Support (DCAAS) and Division of Assister Programs (DAP).Expert experince with health care policy issues related to the implementation of the ACA, HealthCare.gov, and Federally-facilitated Marketplaces.Strong proficiency in Microsoft Office Suite (including Word, Excel, and PowerPoint) and Adobe products.Candidate must be able to obtain Public Trust clearance.Candidate must have lived in the United States at least three (3) out of the last five (5) years.
