Assistant Programme Manager

 

PURPOSE

The Health Systems Trust (HST) wishes to appoint an Assistant Programme Manager for the National Department of Health Global Fund Tuberculosis (TB) Project in eThekwini district. The Assistant Program Manager will be responsible for managing the implementation of programme activities aligned to the national TB programme priorities. The Manager will also be responsible for co-ordinating stakeholder relationships, talent management, as well as strategic and operational management of the programme over the grant period.

This is a fixed-term contract position, renewable subject to availability of funding.

 

KEY RESPONSIBILITIES:

Lead, manage and co-ordinate the planning, implementation and monitoring of the project to fast-track the achievement of national TB targets identified in eThekwini

Liaise with the Department of Health (DoH) structures and manage multi-stakeholder relationships with funders, development partners and civil society organisations

Manage project deliverables to meet the stated project targets and outcomes

Provision of technical assistance to department of health TB Managers on strategic focus areas of implementation e.g. finding and treating TB in adults and children, strengthening systems for linkage and retention in care, strengthening prevention strategies, improving the quality of TB services and data management at facility and community level

Manage quality improvement processes to close gaps in the TB management and care cascade

Liaise with community structures to implement strengthened community outreach services.

Oversee the implementation of digital chest x-rays screening for TB

Advise and provide technical leadership for and direction to a multidisciplinary project team on strategic issues in the field of TB and HIV

Ensure integration of TB and HIV interventions aligned to DoH priorities

Ensure high-quality project outputs aligned with funder and national department of health requirements

Ensure the timeous management of project risks and appropriate mitigation plans

Manage project budgets and monitoring of project expenditure in line with funder requirements

Oversee and manage project resources and processes i.e. human resources, supply chain, equipment and fleet

Contribute and participate in meetings, conferences and workshops in collaboration with other projects and units

Compile internal and external (funders') project reports as required

Provide technical support to the project team in documenting good practices and lessons learnt.

 

EDUCATIONAL AND EXPERIENCE REQUIREMENTS:

A postgraduate qualification in Public Health and/or clinical qualification.

Five years' experience in the public health field, with emphasis on and experience in TB and HIV programmes

Five years' experience in project management or health management

Demonstrable training skills

Experience in working at a senior management level with strong stakeholder management skills

Advanced knowledge of designing and implementing health information reporting systems

Sound monitoring and evaluation (M&E) skills in data management, handling and reporting

A good understanding and skilful application of quality improvement models and processes

Advanced knowledge of budgets and project financial management

Advanced computer skills (Microsoft Office applications)

Ability to prepare and edit reports in a grammatically concise, scientifically correct manner

Ability to work in a multi-disciplinary team comprising members with diverse backgrounds

A valid driver's licence and willingness to travel extensively

Experience of working in a non-governmental environment is recommended.

 

REMUNERATION

The salary package for this position based on Global Fund requirements ranging from R 695,917.00 to R 833,778.12 as the Total Cost to Company.
