**Job Description**
**Job Summary**
+ Support direct projects throughout the proposal, planning, execution, and closeout phases of the project life cycle, including ERP system deployments.
+ Assist in developing and implementing category strategies in collaboration with the business line for relevant spending categories.
+ Lead and execute procurement and buy-side contracting strategies and plans.
+ Present procurement and contracting processes to stakeholders effectively.
+ Manage the sourcing and contracting process in alignment with Operations.
+ Ensure buy-side contract compliance, standards, and optimal commercial terms for AECOM, minimizing commercial risk and exposure.
+ Uphold and reinforce Source-to-Pay (S2P) policies and procedures to enhance service levels for Operations and Supply Chain.
+ Act as a liaison between Business Units and Global Business Services (GBS).
+ Communicate effectively to resolve conflicts, solve problems, and make informed supply management decisions.
+ Build and maintain strong, trusted relationships with Business Unit and cross-functional support leaders, continuously adding value
**Job Responsibilities**
+ Prepare and mange RFx events, awards, and maintenance for direct & indirect projects expenses (e.g., capital equipment, construction/engineering materials, subcontractors, and subconsultants)
+ Support new supplier onboarding and prequalification
+ Negotiate, prepare, execute, facilitate framework agreements and subcontracts
+ Negotiate deviations from company commercial Terms & Conditions and minimum insurance requirements
+ Manage financial commitments in ERP system
+ Maintain and provide accurate and effective documentation and records management in compliance with internal and external regulations.
+ Assist escalating and supporting the resolution of disputes with suppliers
+ Complete contract closeout and supplier notices
+ Assist in the preparation of client approval packages prior to award.
+ Implement Source-to-Pay (S2P) policies, processes, and procedures, improving service level to Operations and Supply Chain
+ Expert in Coupa eProcurement modules, DocuSign Contract Lifecycle Management (CLM), actively supporting users within the region
+ Knowledge of
+ direct project pipeline (Salesforce opportunities), actively engaging with AECOM's Client Account Managers (CAM), and active projects
+ indirect project pipeline (Professional Service, Marketing & Communications, Office fixtures, furniture and equipment, Maintenance, Repair, and Operations & Consumables and other categories)
+ Achieve savings targets relative to management established benchmarks.
+ Support ESG by promoting social equity, diversity and inclusion in our supply chain and communities through partnerships with small and minority-owned businesses
+ Foster relationships internally with stakeholders and externally with suppliers and other groups.
+ Challenge the business when projects depart from basic procurement principles.
+ Work on several projects simultaneously with ability to prioritize to ensure all deadlines are met and maximize impact and results
+ Support operations through all phases of project lifecycle: proposal, planning, execution, and closeout
+ Own execution and drive standardization in approach with sourcing, procurement and contracting strategies
+ Request, own, and advise supplier management through relationship management, prequalification, supplier information management, performance management, insurance management, taxonomy & expenditure type mapping
+ Own and advise order materials & services through buying channel management, purchase order management, change order management, monitoring orders, receiving goods & services, and purchase order closure
+ Advise invoicing and payment processing with preferred channels
+ Support data & reporting requirements
+ Manage and develop the performance of Subcontract Administrators
**Qualifications**
+ Bachelor’s degree in Purchasing, Supply Chain Management, Construction Management, business-related disciplines or equivalent
+ Minimum of 5-8 years of experience in procurement and supply chain, preferably in engineering, construction or project-based industry
+ Deep understanding of commercial and contracting terminology, measures, concepts, principles, and strategies
+ Success working in a fast-paced, growing environment with high demand to flexibility
+ Demonstrated ability to identify business process issues and drive process improvement
+ Effective interpersonal and communication skills, and able to develop and maintain strong relationships with internal and external stakeholders.
+ Good command of communication skills in English, Cantonese, and Mandarin
