Job Description:
The Facility Security Officer (FSO) plays a critical and integral role
in ensuring the robust security posture of the organization in
accordance with stringent Department of Defense (DOD) regulations and
Intelligence Community Directives. This position is responsible for
conducting comprehensive security operations, managing daily security
administration, and ensuring continuous compliance with 32 CFR Part 117
(NISPOM), Intelligence Community Directives (ICD series), DD254s, and
other government contract requirements and regulations. The FSO will
lead self-inspections, support Government assessments, provide expert
guidance to employees, and proactively assure compliance with all
government and company security regulations. This role requires daily
communication and collaboration with US government counterparts,
partners, and internal management and program personnel, fostering a
collaborative security environment. This role replaces previously
outsourced security support and is critical to improving the
consistency, accountability, and quality of our security program
management. This is a part-time role requiring approximately 20 hours
per week. While the position offers hybrid flexibility, the selected
candidate must be located in or near Austin, TX, to enable regular
on-site access and management of files.
This position serves as the Assistant Facility Security Officer (AFSO)
and is responsible for the execution of day-to-day security operations.
The company’s designated FSO, who is a member of Key Management
Personnel, maintains overall responsibility and compliance oversight in
accordance with NISPOM requirements.
This is a critical part-time role based in Austin, TX. While the
position allows for hybrid work, the selected individual must be local
to support on-site file maintenance, physical inspections, and other
secure duties. This position replaces previously outsourced FSO support
and will help establish a more robust and accountable internal security
function.
Responsibilities (include but are not limited to):
• Security Program Administration & Management:
- Administer day-to-day security operations of the Facility Security
program with support from corporate management, implementing a
security program that enables business operations while strictly
complying with Government regulations.
- Coordinate regularly with the designated FSO (company executive) to
ensure alignment with overall security compliance and strategy.
- Support both collateral level DoD programs and Special Access
Programs (SAP) for various Government agencies as an FSO/CSSO.
- Work closely with corporate management to make critical security
decisions that prevent unauthorized access to company and government
facilities and information.
- Develop, maintain, and update company security policies and
procedures according to32 CFR Part 117 (NISPOM), DD254s, and
contract requirements.
- Serve as the primary point of contact for all security-related
matters, both internal and external.
- Support the organization’s Insider Threat Program by identifying,
documenting, and reporting concerns in accordance with SEAD 3 and
company policy.
• Compliance & Inspections:
- Conduct security self-inspections and apply risk mitigation
methodologies.
- Support government customer assessments and implement security
measures to meet evolving requirements.
- Maintain facility clearance status in NISS (National Industrial
Security System) and work with DCSA (Defense Counterintelligence and
Security Agency) on required program and personnel documentation
(KMP, self-inspections, SEAD 3 Reporting, etc.).
- Ensure compliance with all security awareness training requirements
for personnel.
- Prepare for and support DCSA security vulnerability assessments and
audits.
• Personnel Security Management:
- Assist with the Personnel Security program and administer security
clearances/access processes for new/existing employees,
subcontractors, and consultants.
- Manage and submit security clearance applications (SF86/eQIP/eAPP)
and conduct pre-screenings to ensure accuracy and completeness.
- Conduct security indoctrinations, debriefings, and annual refresher
training.
- Process visit requests (both incoming and outgoing) through
appropriate systems.
- Manage security incident reporting and investigations in accordance
with government regulations (e.g., SEAD 3 Reporting).
• Physical Security & Access Control:
- Implement and manage physical security measures for controlled
areas, including access control systems, alarm systems, and CCTV if
required.
- Conduct periodic physical security inspections to ensure compliance.
- Manage visitor control procedures for classified and unclassified
areas.
• Security Documentation & Record Keeping:
- Maintain accurate and up-to-date security records, including
personnel security files, visitor logs, and self-inspection reports.
- Ensure proper handling, storage, and transmission of classified
information.
• Security Collaboration & Guidance:
- Communicate and collaborate daily with US government counterparts
(e.g., DCSA, Program Security Officers) and B Tech management and
program personnel in a collaborative environment.
- Provide guidance and interpret security directives and requirements
for employees and management.
Requirements:
• Security Clearance:
- Requires a Department of Defense Top Secret Clearance to start.
- Must be a U.S. Citizen.
- Must reside within commuting distance of Austin, TX.
• Professional Experience:
- 3+ years of professional experience in a similar position,
supporting similar responsibilities.
- Professional experience conducting special access and industrial
security operations for the US DoD or US Intelligence Community.
- Experience as a certified FSO.
- Significant experience with DISS/NBIS (Defense Information System
for Security/National Background Investigation Services), NISS
(National Industrial Security System), SWFT (Secure Web Fingerprint
Transmission), and eQIP/eAPP (Electronic Questionnaires for
Investigations Processing/Electronic Application).
Education:
- Bachelor's degree in Criminal Justice, Business Administration,
Information Systems, or a related field, or equivalent years of
experience
