What this job involves
The Assistant Engineering Manager functions as the Second Technical Site In-charge of individual Venues, responsible for Property Management Services with a focus on technical systems. This role supports the Engineering Manager in ensuring all building systems operate efficiently while maintaining compliance with service standards and regulatory requirements.
Responsibilities:
Technical Supervision
Oversee personnel engaged for technical services in the assigned building site
Provide coaching and training to technical teams
Serve as point of contact between Contractor and Venue Operation Team for technical matters
Operations and Maintenance
Supervise and report on technical services performed under the Contract, including third-party contractors
Ensure service delivery complies with SLAs, statutory requirements, and KPI targets
Deliver preventive maintenance programs and ensure timely completion of work orders
Maintain buildings, facilities, systems and machinery in optimal condition
Technical Support
Assist the Engineering Manager with professional advice and technical support
Contribute to enhancement, improvement, and energy efficiency proposals
Help develop cost-effective maintenance strategies
Prepare facilities improvement proposals with budget estimations
Project Coordination
Supervise improvement, alterations & additions (A&A) works and renovation projects
Assist with tender document preparation for outsourcing technical services
Support vendor procurement processes according to approved guidelines
Monitor performance of vendors and contractors
Documentation and Reporting
Monitor technical services delivery and prepare technical reports
Generate reports on Failure Analysis, Facilities Availability, Operation Performance, and Energy Efficiency
Support budget estimation for technical services
Conduct routine inspections and prepare inspection reports
Additional Duties
May work nights and during public holidays/weekends
Provide 24/7 emergency call support and site attendance when required
Handle other ad-hoc duties assigned by the Authority
Working Conditions
On-site position at assigned venue
Requires flexibility for evening/weekend work
Must be available for emergency response situations
Desired or preferred experience and technical skills
Bachelor's degree or higher in Electrical/Mechanical/Building Services or related discipline
Preferably holds relevant professional qualifications (HKIE, CIBSE, IMechE, SOE, ASHRAE, BSOMES or equivalent)
Registered Electrical Worker Certificate C0 or above
Strong background in HVAC systems preferred
Minimum 6 years of technical services experience with at least 2 years at assistant manager level in similar-scale venues
Required Skills and Experience
Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
Strong communication and interpersonal skills
Ability to work independently under pressure with minimal supervision
Fluent in written and spoken English and Chinese, particularly for technical report writing
