This position works under the direct supervision of the Director of Special Education (IDEA) to lead coordinated and streamlined service and support initiatives for local education agencies (LEAs) implementing the Individual with Disabilities Education Act (IDEA). Duties includes but are not limited to: Job Duties + This position assists the State Director (IDEA) with the following responsibilities + Provides statewide oversight for implementing IDEA statutes, student outcomes, and funding to local educational agencies + Provide leadership to subordinate managers and staff in overseeing various operational and programmatic activities for the Division for Exceptional Children + Establish education program objectives, designs program procedures, and develops policies + Responsible for program strategic planning and implementation and evaluation of performance measures + Assesses status of policy and program implementation, document results, and recommend changes and improvements based on research and evaluation data + Monitor and evaluate results and recommends improvement to goals and objectives + Evaluate programs and services to determine their effectiveness, efficiency, and utilization, and to ensure compliance with federal, state, and local regulations + Interview, hire, direct, train, and evaluate the performance of employees + Direct administrative activities and provide effective staff development and technical assistance to support program efforts at the implementation level + Responsible for budget and fiscal accountability + Supervises statewide staff using current and widely accepted management principles to maximize human, financial and technical resources and performs other duties as assigned. Preference will be given to applicants who meets the minimum qualifications and meets one of more of the preferred qualifications. Preferred Qualifications: + Hold Georgia professional education certification + Experience managing and leading personnel + Expertise in the Individuals with Disabilities Education Act + Experience with provisioning of equitable services to private school children + Experience with and knowledge of federal, state, and local funds allocations for special education + Expertise with federal grant guidance, statutes, regulations, and fiscal requirements + Experience with professional learning design, facilitation, implementation, and evaluation + Experience with program evaluation and reporting + Experience with state procurement and purchasing procedures + Experience implementing comprehensive school reform programs or initiatives + Proficiency with Microsoft Word, Excel, PowerPoint, and other Office programs + Highly effective interpersonal, group, verbal, and written communication skills + Ability to manage multiple, overlapping, high-priority tasks in a fast-paced environment Consideration/interviews will begin as soon as a list of applicants is established. Bachelor's degree in education, administration, public administration, or a related administrative field in the area of assignment from an accredited college or university, L-5 certification, and four (4) years of program management experience in an educational setting.
