ABOUT THE JOB: Under general direction, plans, coordinates, and manages the programming, system analysis, system integrations, application development and operations functions of the Information Technology Department; participates in projects as a leader, advisor, and facilitator; serves as liaison with systems and operations users to ensure effective communication and system functionality; and performs related duties as required
JOB DUTIES: Leads, coordinates, and manages the programming and operations of the Information Technology Department; plans, prioritizes, and assigns and oversee staff projects to ensure timely, and efficient completion; monitors project timelines, deliverables, and progress and makes necessary adjustments to maintain quality and performance standards; guides and supports staff in diagnosing and resolving technical problems; provides high-level technical support for complex systems and application issues; supervises, trains, mentors, and evaluates employees; provides on-going leadership and development opportunities for staff members; defines systems requirements and oversee the design, development, and implementation of their functional solutions; ensures that departmental and district policies, standards, documentation, and procedures are consistently followed; coordinates testing, implementation, and documentation processes with programming and operations teams; develops and manages project schedules, cost estimates, and resource allocations; prepares and presents reports, updates, and recommendations to staff, user groups and district leadership; collaborates with district stakeholders and vendors to develop, acquire, and implement systems and services; acts as liaison with systems and operations users to ensure effectiveness and quality are delivered at a high standard; and researches and evaluates potential new applications of information technology; establishes and recommends information and technology products and services.

EMPLOYMENT STANDARDS
Education and Experience: Graduation from an accredited college with a bachelor's degree, with specialization in computer science, business administration, or a related field, including or supplemented by courses in information technology, systems analysis, information storage/retrieval systems, and project planning and control. Five years of increasingly responsible experience in computer program management, including the equivalent of one year as a project leader. Experience in a K-12 educational environment is preferred. A combination of related education and experience factors likely to produce the desired knowledge and skills may be substituted for a bachelor's degree.
A SUCCESSFUL CANDIDATE REQUIRES THE FOLLOWING....
Knowledge of: Programming methodologies; systems design techniques; structured programming and applications; web-based application development; data policy and privacy issues associated with student data and school districts; and strategic planning and project management techniques.
Ability to: Analyze and solve technical programming and systems problems; organize and schedule projects to meet deadlines; manage problem areas and implement corrective actions; effectively supervise, train, manage, and evaluate staff; maintain accurate documentation; prepare timely and concise oral and written reports; work cooperatively with systems and operations users and information technology staff; understand the concerns of users related to technical system applications and communicate effectively; establish and maintain effective working relationships with administrators, staff, and vendors; and conduct difficult and critical conversations with staff.
