Assistant Bridge Information Systems Engineer (Civil Engineer V)

Position Summary

The Assistant Bridge Information Systems Engineer (CE V) will work in the Bridge Information Systems Unit working with the MassDOT Bridge Inspection Management System Database (MADOT BMS/ 4D).Currently MassDOT is transitioning from the Bridge Inspection National Bridge Inventory (NBI) Database Application to Specifications for National Bridge Inventory (SNBI) requirements.The Bridge Information Systems Unit sits at Headquarters under the Bridge Section.This unit is responsible for the management of the MADOT BMS/4D system and AASHTOWare BrM.

Incumbents of this position will assist in the transition including creating modules and processes for tracking FHWA compliance requirements, devise and implement procedures that will support the collection and reporting of data and support the increased usage of AASHTOWare BrM in bridge project development and bridge preservation.

Duties and Responsibilities

With minimal supervision from engineers of a higher grade, the incumbent:

Assists in the transition of the Bridge Inspection NBI database application (MADOT BMS) to SNBI.Develops modules and forms required to track information for reporting to FHWA to meet compliance requirements.Develops processes for tracking FHWA compliance requirements.Works with Bridge Inspection staff in devising and implementing procedures within the bridge management system to support the collection and reporting of bridge inventory and inspection data.Works with the Bridge Rating staff in devising and implementing procedures within the bridge management system to support the collection and reporting of bridge load rating data.Works with Bridge Preservation and District Bridge staff in devising and implementing procedures within the bridge management system to support the collection and reporting of bridge maintenance data.Works with Ancillary Structures Inspection staff in the development and advancement of the modules related to ancillary structure inventory.Works with Tunnels Inspection staff in the development and advancement of the modules related to tunnel inventory.Works with outside agencies on custom development and advancement of data collection and storage as needed.Support sections of MassDOT Highway Division in the use of AASHTOWare.

Preferred Qualifications

Knowledge of National Bridge Inventory (NBI) coding requirements and the 2015 MassDOT Bridge Inspection Handbook.Knowledge of Specification of National Bridge Inventory (SNBI) coding requirements as defined in Publication No. FHWA-HIF-22-017.Knowledge of AASHTOWare software including Bridge Design Rating and Bridge Management.Knowledge of database principles and design.Ability to code database applications and user interfaces.

The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

II. A Bachelor’s degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.

III. A Graduate degree with a major in civil engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
