Applications Services Manager
Job Description Our client, a local municipality, is seeking a senior Applications Services Manager to lead strategy, lifecycle planning, and operational oversight for its enterprise application portfolio. The role manages application governance, modernization, vendor coordination, budgets, reporting, and compliance to ensure stable, secure, and high‑performing systems that support municipal water and wastewater operations. This position provides strategic direction—not hands‑on development—while ensuring technical quality, risk management, and alignment with business goals. Skills and Requirements • Bachelor’s degree in Computer Science, Information Systems, or related field • 6+ years of experience with enterprise applications, technical systems, and vendor‑supported environments • Experience coordinating or overseeing application lifecycle, upgrades, and operational support • Ability to lead technical teams, assess architectural decisions, and guide complex technical work • Strong experience with risk evaluation, compliance, and operational governance • Ability to manage work tracking, reporting, and stakeholder communication • Experience in the State or Local government sector • 6+ years managing enterprise application environments in large, complex organizations • 10+ years overseeing application upgrades, development, integration, testing, and sustainment • 4+ years in portfolio rationalization, modernization, or lifecycle governance • 10+ years managing application budgets and Capital Improvement Projects (CIP) • Experience with disaster recovery planning, audits, and continuity of operations • Power BI or similar dashboard/analytics experience • Experience with PowerShell, SQL, or similar scripting tools • Proven ability to align technology strategies with business objectives
