Application Development Expert
Application Development Expert Location: Hybrid, 2 days a week on-site, Baltimore, MD Position Type: Long Term Contract or TTP Pay Rate: $85/hr. + W2 Pre-employment background check required Requirements + The Applications Development Expert will work closely with development, testing, operations, and DevOps teams to design, implement, and maintain cloud-based and traditional infrastructure supporting the Maryland Health Connection system and related applications. + Collaborate with application development, testing, and operations teams to support and maintain enterprise applications and infrastructure across cloud and on-prem environments. + Provide technical guidance and support to development teams to enable effective consumption of cloud services and ensure adherence to established CI/CD pipeline patterns and standards. + Partner with infrastructure and system operations teams to automate end-to-end application and system operations within the AWS cloud environment. + Design, build, document, maintain, and automate technical processes and operational workflows using AWS cloud services. + Develop and maintain tools, scripts, and automation to configure, deploy, and support AWS-based cloud technologies. + Implement and support CI/CD solutions leveraging tools such as Ansible, Jenkins, Git, Docker, EC2, ELB, and S3. + Apply modern application development methodologies and best practices consistently across projects. + Build, maintain, and monitor configuration standards for enterprise systems and applications. + Develop monitoring, alerting, and logging solutions to ensure system performance, availability, SLAs, and operational metrics are met. + Monitor system performance, troubleshoot complex issues, debug errors, and lead resolution efforts. + Utilize multiple platforms and tools to deliver automated, integrated systems and applications. + Provide technical input and leadership for complex, high-impact IT decisions involving integrated enterprise solutions. + Serve as a subject matter expert for complex enterprise-wide application issues, translating advanced technical concepts into actionable requirements and solutions. + Support integration testing efforts and collaborate with business teams during user acceptance testing. + Participate in technical reviews throughout the software and application development lifecycle. + Adhere to all MHBE security standards, change control procedures, and Project Management Office (PMO) policies and methodologies. + Note: The candidate must be flexible to work overtime as required, including evenings, weekends, holidays, and off-hours. Minimum Qualifications + At least eight (8) years of experience designing, developing, maintaining, or supporting enterprise IT platforms, applications, or solutions. + At least five (5) years of hands-on experience with DevOps processes in a cloud environment, preferably Amazon Web Services (AWS). + At least five (5) years of experience with automated configuration and deployment using Infrastructure as Code (IaC) tools such as Ansible, Chef, Puppet, Terraform, or equivalent. + At least four (4) years of experience with CI/CD, automation, and orchestration tools and processes. + At least four (4) years of experience designing and deploying applications and infrastructure within AWS. + At least two (2) years of experience using Ansible, Jenkins, Maven, and scripting languages. + Strong working knowledge of AWS services, including EC2, S3, VPC, Lambda, EBS, ELB/Auto Scaling, ECS, EKS, CloudFormation, CloudWatch, and Redshift. + Experience configuring and maintaining application and web servers such as JBoss, Apache Tomcat, or similar technologies. Preferred Qualifications + Five (5) or more years of experience designing, developing, or maintaining complex applications for health exchanges, eligibility systems, or equivalent environments. + Three (3) or more years of experience supporting government cloud deployments for high-volume, consumer-facing applications. + Experience with a broad range of AWS services, including CloudFormation, IAM, Route53, API Gateway, WAF, Shield, KMS, CloudTrail, Config, Kinesis, and multi-region VPC architectures. + Hands-on experience with containerization and related technologies such as Docker, Kubernetes, NGINX, Elastic Beanstalk, RDS, and VPC networking. + Experience supporting PostgreSQL and MongoDB databases in cloud environments. + Experience with Identity Provider (IDP) and Identity and Access Management (IAM) solutions. + Proficiency with scripting languages such as Python, Ruby, or Bash. + Strong understanding of Microservices and Service-Oriented Architecture (SOA) design patterns. + Familiarity with traditional and modern project management methodologies across the full project lifecycle. + Experience working within Agile development environments. + Experience following and supporting Project Management Office (PMO) processes, policies, and governance.
