GENERAL DESCRIPTION:
Supervisory position directing the Air Quality State Implementation Plan (SIP) & Rulemaking Section within the Air Quality Resource Management Program. The SIP & Rulemaking Section is responsible for all aspects of the AQD rulemaking process, SIP development and submittal, creation of comment letters to federal agencies, and outreach activities for the Division. This position leads the team responsible for developing federally approvable plans and rules necessary to ensure State primacy in regulating sources of air pollution as required under the Clean Air Act.

+ Supervise, plan, budget, and implement the Division’s SIP & Rulemaking Section
+ Organize and oversee Wyoming’s SIP & Rulemaking Section. Ensure effective planning for the management of Wyoming’s air quality resources, including coordinating activities related to federal action tracking and commenting, state regulatory tracking and updating, SIP creation and submittal, and outreach efforts
+ Monitor federal legislation and rulemaking activities that may affect state resources, industry, and the public
+ Ensure and maintain primacy in regulating sources of air pollution as required under the Clean Air Act
+ Apply professional judgment to pursue continual improvement of the SIP & Rulemaking Section
+ Inspect, analyze, and interpret complex air quality topics to inform the management of air quality resources in the state
+ Assist with Division budget preparation, manage costs, and comply with grant requirements
+ Coordinate with and assist EPA, federal partners, other states, and regional organizations regarding Wyoming’s air quality topics of interest
+ May serve as the Division Project Manager for SIP & rulemaking related projects including contracting, planning, and budgeting, as well as evaluation and processing of proposal documents, cost estimates, and invoices
+ Participates in the decision-making process at the management level
+ Develops and maintains records
+ Requires the use of considerable independent judgment and the application of supervisory and human relations skills
+ Assists with the preparation of the agency’s strategic plan and budget
+ Conduct public and industry presentations that explain state and federal proposed and final regulations, state regulations, SIPs, and related topics
+ Supervise staff who perform the activities, programs, and processes to ensure goals and objectives are met
+ Supervise all personnel actions and assist in hiring and training junior staff
+ Negotiate issues between federal and state agencies over common authorities
+ Represent the Division in meetings with various State, Federal, public and private entities
+ Prepare information, documents, and outreach material related to Wyoming’s air quality
+ Serve as the Section representative at conferences, meetings, or hearings with other state and federal agencies or the public
+ Participate in state, national, and regional organizations and workgroups as appropriate
+ Fill in for the AQRM Program Manager as needed
Qualifications
PREFERENCES:
Preference will be given to applicants with a Bachelor’s degree or higher in engineering, chemistry, or other closely related fields of environmental/natural sciences or previous experience in SIPs and rulemaking efforts
KNOWLEDGE:
+ Knowledge of environmental concepts, state and federal statutes, and rules, particularly as they relate to air quality
+ Knowledge of state-regulated industries
+ Knowledge, skill, and ability in planning, organizing, and managing complex environmental regulatory challenges and problem-solving by applying reasoned scientific judgment
+ Knowledge and skill to manage sensitive situations with competing interests in a political environment
+ Knowledge and ability to read, research, interpret, and apply federal and state environmental laws, rules, regulations, policies, processes, and procedures
+ Knowledge and ability to interact with the public, regulated entities, legislators, other state and federal agencies, and employees in a professional manner
+ Knowledge and skill in building teams comprised of professionals with diverse backgrounds and affiliations, balancing disparate goals/priorities, and dealing with difficult people and situations
+ Knowledge and ability to train, mentor, and manage professional scientific, engineering, and technical support personnel in a team approach so that deadlines are met while maintaining quality and meeting agency goals
+ Knowledge and ability to critically assess detailed written documents and technical work products, including scientific studies, federal regulations, technical support documents, and white papers
+ Knowledge and ability to prioritize and work simultaneously on multiple projects with various deadlines and objectives
+ Knowledge of and strong written, verbal, and electronic communication skills with particular proficiency in explaining complex technical and/or regulatory issues and concerns to varied audiences
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in The Sciences)
Experience:
1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal

PHYSICAL WORKING CONDITIONS:
+ Participation in the various groups as the Division’s representative may require extensive travel at times.
