Position:
The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Engineer Manager 2 for the State Office located in Boise, ID. Join Our Team and Make a Difference!
Salary Range: $51.00-$55.00
Responsibilities:
+ Direct the air quality permitting in the engineering review of air quality permit applications and the development and issuance of permits for stationary sources.
+ Direct the air quality enforcement process when reviewing and issuing notice of violations, consent orders, and compliance agreement schedules for air quality violations for stationary sources.
+ Direct the air quality compliance process for reviewing and approving performance test protocols, reports, and source test observations in the field for stationary sources.
+ Oversee state-wide facility inspections, complaint response, and compliance report reviews related to the regulatory oversight of stationary sources.
+ Develop and maintain program policies, guidance, procedures, standards, and priorities to regulate stationary sources.
+ Perform staffing functions within the Stationary Source Bureau, including developing position descriptions, interviewing candidates for vacant positions, selecting the best candidate to hire, training new staff, documenting staff performance, and addressing issues of unsatisfactory performance.
+ Ensure Stationary Source Bureau activities are implemented per EPA requirements to maintain DEQ primacy over delegated stationary source programs.
Minimum Qualifications:
+ Licensed in Idaho as a Professional Engineer (PE);OReligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
+ Good knowledge of management practices: Typically Gained by completion of two three (3) credit or equivalent upper division college-level courses which included all the essential elements of management (Planning, Organizing, Leading, and Controlling);ORcompletion of a college, university, or State sponsored Management Development program or equivalentANDat least six months of experience managing others;ORone year of experience managing others.
EXPERIENCE:
+ Applying engineering principles to resolve complex engineering applications: Typically Gained by at least three (3) years of professional engineering experience, with responsibility for the application of engineering work, related project development, design, and/or construction.
+ Supervising professional and/or technical engineering staff: Typically Gained by at least two (2) years of work experience with direct responsibility for hiring employees, assigning and reviewing the work of others, completing performance evaluations, and participating in problem-solving procedures.
+ Interpreting and applying federal, state, and local laws pertaining to engineering applications: Typically Gained by at least one (1) year of experience as a professional engineer working in a city, state or municipality or engineering consulting firm submitting and/or reviewing engineering plans and specifications for compliance with state or federal standards.
+ Making oral presentations before groups relative to the merits of engineering applications: Typically Gained by at least one (1) year of professional engineering experience giving presentations to internal staff which included a variety of topics (technical and informational).
+ Writing professional engineering reports and related correspondence: Typically Gained by at least one (1) year of professional engineering experience, POST LICENSURE, where written engineering reports and correspondence were created.

Previous Air Quality permitting experience is desired
Physical Requirements (with or without reasonable accommodations

• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Some travel may be required.
• Must have a valid driver’s license.
• Occasional travel required.
• May be required to travel and stay overnight in remote areas.
