Consultant for Disaster Management and Humanitarian Assistance Directory

Background

The occurrence and intensity of disasters continue to increase, both geological and climate-related disasters, particularly in the Asia-Pacific region, which pose significant risks to people's lives and livelihoods. This further emphasizes the importance of effective and collaborative disaster management strategies, not only from a multi-stakeholder perspective but also from a multi-countries approach. In response to these growing challenges, the National Disaster Management Agency (BNPB) and the Ministry of Foreign Affairs of the Republic of Indonesia (MoFA), with support from the SIAP SIAGA program, have developed a comprehensive Disaster Management Directory, which was launched in 2023, available at https://direktoripb.bnpb.go.id/. This directory aims to provide a systematic reference for disaster-related programs that have been and are being implemented in Indonesia. Additionally, the directory contains various disaster-related knowledge products produced by various organizations in Indonesia. The Pool of Indonesian Experts will also serve as a valuable reference that can be easily accessed and utilized by stakeholders, particularly diplomats in Indonesian embassies and missions abroad. The information included in this directory is expected to serve as a reference for designing international cooperation programs in the field of disaster management.

Meanwhile, the MoFA has also developed a similar directory, but with information not only from Indonesia, but also disaster-related information from countries in the Asia-Pacific region, available at https://bit.ly/DirectoryHumanitarianAssistance. This Humanitarian Assistance Directory aims to enhance collaboration between countries in the region to strengthen disaster risk reduction efforts and humanitarian assistance cooperation.

Both directories have their respective similarities and advantages. Although both directories will be hosted separately, both should provide greater benefits, be easily accessible, and meet the needs of all stakeholders, especially for multi-stakeholders in the Asia-Pacific region. Therefore, a comprehensive analysis is required to assess the content and structure of the existing information, the level of detail provided, ease of access and understanding, as well as future development potential. This collaborative approach will also help identify shortcomings or areas that need improvement, so that both directories become valuable resources for disaster management practitioners, not only for Indonesia but also for the entire Asia-Pacific region.

Scope of Work, Activities, and Deliverables

Scope of Work

The consultant will work under direct supervision of the Program Adviser for Regional Engagement and overall guidance from the Lead Adviser for the Regional Program, also in close coordination and collaboration with BNPB and MoFA. The consultant will be responsible for updating the contents of both directories. The two Directories will remain having its own front end, only both are interlinked. The Consultant will be responsible for ensuring seamless data exchange between the two directories.

Responsibilities and task

Content Management:

     a. Regularly update and maintain the content on the Direktori PB BNPB website and Direktori Kemanusiaan MoFA, ensuring that all information is current and relevant to disaster management stakeholders.

     b. Coordinate with various teams to gather updated data, reports, and articles related to disaster management from diverse sources.

2. Research and Information Gathering:

     a. Conduct ongoing research to identify new trends, best practices, and knowledge products relevant to disaster management for inclusion in the directories.

          b. Liaise with BNPB and MoFA relevant officials to obtain the necessary insights and updates for the directories.

3. Quality Assurance and Content Optimization:

    a.  Review, edit, and ensure the quality of all content published on the website.

4. User Engagement and Feedback Management:

a. Monitor user engagement metrics and gather feedback to enhance the user experience on the website.

b. Implement suggested improvements based on user feedback and analytics.

5. Collaboration with Stakeholders:

a. Work closely with other departments, both within the BNPB and with external partners, to synchronize content initiatives and information dissemination.

b. Foster relationships with disaster management practitioners and other relevant stakeholders to ensure the directory meets their needs.

6. Periodic Reviews and Updates:

a. Conduct planned reviews of the directory content on a specified schedule (monthly, quarterly) to ensure continued relevance and accuracy.

b. Develop and maintain a content calendar for regular updates.

7. Technical Support and Website Maintenance:

a. Collaborate with IT teams to address any technical issues related to the website or its content management system.

b. Ensure that the website remains functional and user-friendly, recommending upgrades or changes as needed.

8. Reporting and Documentation:

a. Create periodic reports outlining content updates, user engagement statistics, and recommendations for future enhancements.

b. Maintain documentation related to the content management process, workflows, and stakeholder communications.

Expected Outputs and Deliverables Schedule (Tentative)

1.   Review and update website content for accuracy and relevance (10 days), review and approvals required BNPB and MoFA for the respective directory

2.   Analyse website user metrics and feedback & Plan for upcoming content updates and publication schedule (10 days), review and approvals requiredBNPB and MoFA for the respective directory

3.   Compile current best practices in disaster management & Summarize feedback from stakeholders regarding directory use (10 days ), review and approvals required BNPB and MoFA for the respective directory

4.   Review and optimize website content for search engine visibility, Create /Update for new content contributors & add new resources and update existing entries in the directory (10 days), review and approvals required BNPB and MoFA for the respective directory

5.   Create Final reports outlining content updates, user engagement statistics, and recommendations for future enhancements. (10 days), review and approvals required BNPB and MoFA for the respective directory

Working Arrangements

Institutional Arrangement

The consultant will work under direct supervision of the Program Adviser for Regional Engagement and overall guidance from the Lead Adviser for the Regional Program, also in close coordination and collaboration with BNPB and MoFA. The Consultant is also expected to liaise with the other relevant Line Ministries as necessary.

Duration of the Work

Duration of the consultancy is a total of 50 working days within 5 months.

Requirements For Experience and Qualifications

Academic Qualifications:

•    Bachelor’s degree in disaster management/international development/international relations, communication, or other resilience building related fields. A master’s degree would be an added value.

•    Working Experience Requirement:

•    Extensive experience in disaster risk management, risk reduction, resilience buildings, and/or communication. Familiar with Asia-Pacific landscape would be an asset.

•    Experienced in collaboration with diverse stakeholders, including communities, local and international humanitarian organizations, academics, local governments, and ministries.

Competency Qualifications:

•        Fluency in Bahasa Indonesia and English required.

•        Strong written and verbal communication skills in both Bahasa Indonesia and English.

•        Personal Attributes: Detail-oriented, highly organized, proactive, and a team player with good interpersonal skills.
