GovCIO is currently hiring an Agile Coach in support of its client, Health Informatics Product line, Health Data Management Sub-Product Line, in the Office of Information Technology at the Department of Veteran Affairs. This position will be a fully remote within the United States position. The ideal candidate is expected to be detailed oriented, ability to work with disparate teams, and have a proven track record of being a self-starter with minimal direction. The environment is dynamic, and client needs are often evolving. As such, Agile Coach lean agile process improvement, problem-solving, rapid learning, multi-tasking, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is paramount.
ResponsibilitiesThe Agile Coach will act as part of a PMO to help project team and Division staff manage tasks and artifacts to complete projects and concurrently transition to a more Agile mindset and tools. He or she will work with a team to identify key stakeholders and change agents and mentor them in order to develop sustainable Agile skills while supporting team and Division project operations. The Lead will interact with technical staff, senior leadership, and other stakeholders.
Applicant shall:
Work in an Agile, cross-functional role supporting PMO in a high-visibility client environmentEstablish project controls, tracking mechanism(s), Kanban or Scrum boards, reports, data exports, and workflows for client projects and work streams as necessaryDevelop and track performance metrics for client delivered servicesAct as “translator” to help technical security professionals convey project management information to leadership and management in a polished, executive-level mannerAssess existing project teams to determine their level of Agile capability and use the data to set goals and tailor training and coaching plansPartner with Agile Coaches to Coach teams (with members at varying levels of Agile understanding and proficiency) on Agile fundamentals and help them implement Agile ceremonies, identify the roles, and manage the necessary artifacts using JiraFacilitate team Agile events and meetings remotelyIdentify stakeholders and change agents, and mentor them in order to develop sustainable Agile skills, providing Jira training to all levels of the organizationCommunicate teams’ transformation progress via periodic updates to management, highlighting successes, risks, areas of improvement, and suggested resolutionsAct as a thought leader in the Agile spaceGather and provide data to help facilitate team discussions.Record written notes for all substantive meetings and publish them in Confluence as appropriate. QualificationsRequired Skills and Experience:
Bachelor's with 8+ years (or commensurate experience)At least 2 years of experience working on an Agile team as either a coach, scrum master, product owner, developer, tester, etc. or some combination of these rolesMinimum 1 year working in a pure Agile environment (Scrum, Kanban, SAFe, DevOps) using JiraMinimum 1 year coaching, training, or mentoring personnel on Agile tools such as JiraExperience in Agile IT deliveryExperience working with Atlassian (Jira and Confluence) including all aspects of configuration, workflow creation, administration, exports, and reportingDemonstrated experience with Agile risk management techniquesDemonstrated experience successfully working in a disparately located teamAbility to work independently with minimal guidance and supervisionAgile experience requiredCandidate must possess strong communication (oral/written) skills, and strong organization skillsMust be able to make and maintain effective relationships in a remote work environmentPreferred Skills and Experience:
Prior VA experiencePrior exposure within the Healthcare IT arenaRelevant experience coaching and transitioning teams, programs, and portfolios to an Agile mindset and toolsCurrent Agile certification, such as PMI Agile Certified Practitioner (PMI-ACP) Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO) Certified Scrum Professional (CSP), ICAgile Certified Professional/Expert, SAFe Agilist (SA), or SAFe Program Consultant (SPC5)Experience with Scaled Agile (preferably SAFe)Cybersecurity experience a plusDevSecOps experience a plusClearance Required: Ability to obtain/maintain a Public Trust/suitability clearance at the VA.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.
