Summary : The Administrator serves as the chief executive of the Idaho Division of Vocational Rehabilitation. This position provides strategic direction, ensures compliance with federal and state regulations, manages a statewide workforce, and represents IDVR to stakeholders including community partners, employers, federal agencies, the Rehabilitation Services Council, the Governor’s Office, and Legislature The Administrator is responsible for building and sustaining a high-performing, mission-driven organization that delivers measurable outcomes for the people of Idaho consistent with federal and state law, and appropriations.
Job Responsibilities:
Strategic Leadership
+ Establish long-term goals and priorities that advance IDVR’s mission.
+ Develop and implement policies, strategies, and initiatives to expand employment opportunities for individuals with disabilities.
+ Stay current with and anticipate workforce, demographic and economic trends to align IDVR services accordingly.
+ Develop strong professional relationships with strategic partners.
+ Engage with the State Rehabilitation Council in establishing a dynamic strategic vision that meets the needs of individuals with disabilities who desire to work, and business customers. This includes the development and implementation of the VR portion of the state’s Workforce Innovation and Opportunities Act 4-year plan.
+ Motivate and maintain an engaged workforce that is well-trained, qualified and responsive.
Operational & Program Management
+ Direct day-to-day operations across statewide offices to ensure effective delivery of services and positive outcomes for IDVR participants and the business community.
+ Manage and allocate resources (budget, staff, technology, facilities) efficiently and effectively to maximize accessibility to services and desired outcomes.
+ Oversee program development, data analysis, structure, staffing, performance measurement, and implement processes and culture that result in continuous improvement.
Financial Stewardship
+ Develop, administer, and monitor the division’s budget to ensure fiscal responsibility and good stewardship of taxpayer funds.
+ Oversee financial planning, reporting, and audits to ensure accuracy and timely reporting as required by state and federal agencies.
+ Secure funding through grants, partnerships, and federal programs.
Workforce & Organizational Development
+ Lead, mentor, and develop a statewide team of professional staff.
+ Set the culture for attracting and retaining a staff of highly qualified professionals.
+ Foster a collaborative, inclusive, and accountable organizational culture.
+ Promote professional growth, succession planning, and performance excellence.
Stakeholder Engagement & Advocacy
+ Serve as the public face of IDVR with policymakers, employers, service providers, and community organizations.
+ Build strong partnerships with federal, state and local agencies, elected officials, disability community organizations, Idaho employers, and other stakeholders.
+ Advocate for policies and resources that expand opportunities for Idahoans with disabilities.
+ Support the State Rehabilitation Council in their efforts to advocate and provide for access to and participation in services that achieve desired employment outcomes.
+ Ensure timely and fair resolution of complaints expressed by IDVR participants, potential participants, the business community or other stakeholders.
+ Develop and implement innovative education and outreach plans to increase awareness of services that targets potential participants, geographic locations, and businesses.
Compliance & Risk Management
+ Ensure compliance with federal and state laws governing vocational rehabilitation services.
+ Manage risk by implementing effective internal controls, monitoring systems, and corrective actions.
+ Implement plan(s) to address risk and audit findings.
Minimum Qualifications:
Demonstrated experience in:
+ Business process analysis, operational decision-making, stakeholder engagement, and continuous improvement methodology.
+ Managing compliance with federal and state laws.
+ Supervising professional staff in leadership roles (e.g., department head, senior manager, or deputy director).
+ Developing and executing organizational strategies with statewide impact.
+ Budget management, financial planning, and resource allocation.
Preferred Qualifications:
+ Strong knowledge of public resource programs, workforce development systems, and interagency processes.
+ Familiarity with Idaho’s legislative process and state government operations.
+ Knowledge of or experience with vocational rehabilitation services.

+ Collaboration & Negotiation: Ability to build partnerships and resolve conflicts constructively.
