FUNCTION OF WORK:
The Emergency Services Unit (ESU) is statutorily responsible for investigating hazardous materials and explosives incidents, determining cause, and the enforcement of the Louisiana Hazardous Materials and Explosives Regulations. Additionally, ESU is the administrator of the Hazardous Materials Emergency Preparedness Grant (HMEP) which allows ESU to instruct the responders of the state in the proper ways to respond to chemical/weapons of mass destruction incidents. The incumbent should be proficient in budget. administration, contracts and grants management, or similar fields and must possess effective oral/written communication skills; strong analytical skills; the ability to work independently; and effective interpersonal skills.
This vacancy is located in the Special Operations and Emergency Unit of the Office of Louisiana State Police.
This position may be filled as a classified position as a job appointment, probational and/or promotional opportunity.

No Civil Service test scoreis required in order to be considered for this vacancy.
Minimum Qualifications
Four years of experience in administrative services; OR
Six years of full-time work experience in any field plus one year of experience in administrative services; OR
A bachelor's degree plus one year of experience in administrative services; OR
An advanced degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Performs responsible duties related to the proper operation, coordination, and management of at least two of the following administrative functions:
Serve as the ESU Grants Assistant Coordinator for the Hazardous Materials Preparedness (HMEP) Grant, under the command the Emergency Services Unit, which allows ESU to train all public safety agencies on how to perform hazardous materials emergency response within the state of Louisiana.
To assist the single point of contact for ESU regarding the application and awarding of the HMEP grant.
Perform prospect research, meets with federal and/or private funding entities to initiate negotiations for obtaining funding foe ESU.
Makes independent decisions regarding awards of funds received and communicates same to grantors.
Ensure that the Unit Executive Officer. or Commander, is informed of procedures, progress and developments regarding projects funded and the monthly status of grants, awards for projections and development of any budget adjustments necessary for the acceptance of new funds.
Position-Specific Details:
Because the duties and responsibilities are so complex and highly-fiscal in nature, the incumbent will receive direct supervision from the ESU Lieutenant. This is an exceptionally responsible position located in the TESS/ESU of the Office of State Police.
