This job title has an assigned pay grade of AS-613. The Administrative Program Specialist A plays a vital role in supporting the Office of State Lands by coordinating office operations, travel, and safety programs, while also managing technology, property, and fleet. This position provides administrative support, assists staff and the public, and helps keep daily operations running smoothly. This position requires an organized, detail-oriented individual who can manage a variety of responsibilities. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: + Overseeing the state’s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Three years of experience in administrative services; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Administrative & Program Support •Serve as Building, Badging, and Travel Coordinator; manage facility work orders, employee access, and travel compliance (PPM49). •Provide executive support to the Public Lands Administrator, including scheduling, correspondence, meeting preparation, and records management. •Implement and coordinate OSL’s safety, training, and risk management program; conduct audits, reporting, and compliance monitoring. •Track program activities and recommend process improvements. Information Technology •Manage agency technology needs including hardware/software inventory, user ID setup, troubleshooting, procurement, and website maintenance. •Act as liaison with the Office of Technology Services (OTS) and provide user training/support. Fleet & Property Management •Oversee assignment, usage, maintenance, and compliance for OSL vehicles, boats, ATVs, and equipment. •Maintain property inventory in LPAA’s Asset Management System; coordinate surplus and disposal in compliance with policy. Telecommunications •Coordinate telecommunications services, equipment, and expenditures. •Liaise with OTM/OTS to ensure efficient, cost-effective service delivery. Fiscal & Payroll Maintain time/attendance and payroll records; reconcile reports, audit leave, process adjustments, and ensure compliance with HR guidelines. Inventory & Purchasing Manage supply inventory, purchase orders, contracts, subscriptions, and state purchasing card transactions. Reception & General Support Serve as receptionist and point of contact for the public; answer calls, assist visitors, process mail and payments, and handle document couriering. Other Duties Perform additional duties as assigned.
