Learn more about Louisiana Department of Health (https://ldh.la.gov/) This Administrative Program Manager 3 is highly complex, responsible, confidential, and experienced professional level position responsible for procurement and Division of Safety/Security (DSSAS) and Administrative Services Budget and accounting. This role manages a team that provides procurement support to all LDH statewide agencies. The position is a complex position requiring the incumbent to obtain and maintain a high-level knowledge of all administrative programs and functions within the LDH and have clear knowledge and understanding of Louisiana State Procurement Rules and Regulations. Minimum Qualifications Six years of experience in administrative services; OR Six years of full-time work experience in any field plus three years of experience in administrative services; OR A bachelor's degree plus three years of experience in administrative services; OR An advanced degree plus two years of experience in administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Essential Job Duties: + Manages and provides guidance to two (2) Administrative Program Specialist C (PCard/Procurement Administrators) and one (1) Administrative Program Specialist A (WAE). + Research, develops, writes, implements, and disseminate policies and procedures regarding LDH Procurement Program to ensure compliance with state and federal procurement laws. + Provides on-going consultation, training, and assistance to subordinates who in turn assist in the training of all LDH Agency buyers. + Manages team that and maintains security access to Bank of America Works and conducts random reviews of purchases to ensure agency does not exceed purchase authority and all procurements are appropriate per rules/policies. + Review, prepare, write, and respond to requests pertaining to LDH procurement to LDH executive management, LDH Internal Audit, and the Louisiana Legislative Auditors. + Oversee the DSSAS budget and accounting process’ as assigned by the DSSAS Director, or their designee. + Performs other duties as directed by DSSAS Director.
