The Division of Administration/Louisiana Property Assistance Agency has a vacancy. This job title has an assigned pay grade of AS-615.
The incumbent of this position heads the State Surplus Property Program. This position also is responsible for overseeing the daily operation of 96,000 square-feet of warehouse facilities LPAA uses to receive, store, display, and sell annually in excess of 75,000 pieces of surplus property (excluding vehicles and heavy equipment) to preference buyers (as prescribed by statute) or through public auctions (also prescribed by statute). The incumbent ensures that the receipt and disposal of surplus property conforms to state laws and policies/procedures established by the Louisiana Property Assistance Agency and the Commissioner of the Division of Administration.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Five years of experience in administrative services; OR
Six years of full-time work experience in any field plus two years of experience in administrative services; OR
A bachelor's degree plus two years of experience in administrative services; OR
An advanced degree plus one year of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Directs the receiving of all property (excluding vehicles and heavy equipment) declared surplus by state agencies. Monitoring the setting of the sale price on all surplus property that the warehouse staff receives which is later sold to preference buyers. Maintaining an accurate inventory of the warehouse’s list of surplus property and displaying same for sale as prescribed by law. Working with LPAA’s Compliance Manager to market available surplus with state agencies, political subdivision, municipalities and other preference buyers of surplus property. Improving marketing techniques to aid in the reutilization of surplus property. Utilizes Recoup (AMP) and LaGov for identifying surplus, creating disposals, approving assets for transfer, voiding items on transfers, making inventory adjustments and making assets back active to the correct agency. Maintaining accurate records relative to acquisition, inventorying, and disposition of all surplus property available for review and audit.
Directs the daily operations of auction setup ensuring each week’s auction of surplus property are setup timely and scanned accurately. Sync scanners in order to create a separate spreadsheet for each auction ensuring asset numbers and descriptions are accurate and assigned to the correct lot. Locates discrepancies for erroneous asset numbers and descriptions and ensures staff corrects issues. Creates special lots as table goods by scanning, taking photographs, creating a separate spreadsheet and posting to auction site. Reviews all auctions after it closes to identify lots listed as no sale, not picked up, or default. Enters into the auction database which lots are inactive so they can be auctioned again. Advises the Mobile Equipment Operator-2 of which items sold and are ready for pickup and which items can be reassigned for resale.
Preparing written procedures detailing the function of each employee within this unit. Assigning unit responsibilities to the appropriately capable employees, taking into account limited labor and material-handling resources; assuring employees perform their assigned responsibilities accurately, timely, and efficiently evaluating performance of employees of unit. Conducts annual training of warehouse staff regarding the proper use and operation of warehouse forklifts and equipment. Ensures safety policies and procedures are followed by all warehouse personnel. Responsible for completing payroll for subordinate supervisors and overseeing payroll completed by subordinate supervisor. Making hiring/disciplinary/firing recommendations.
Responsible for receipt, storage, sale and disposal of law enforcement equipment. Ex. Bullet proof vests, police vehicle accessories, spike strips. Coordinates with the office of State Police to schedule the destruction of sensitive law enforcement equipment (bulletproof vest) and the verification of said destruction.
Responsible for performing routine light mechanical and general maintenance, Ex. Changing light bulbs, repairing warehouse roll up doors, fixing automatic entry/exit gate, exit signs/emergency lights, minor repairs on forklifts.
Responsible for maintaining a P-card and utilizing Works to input all purchases and verifying all purchases on monthly statement.
Providing input for annual budget for personnel/programs of unit and controlling expenses in accord with budget. Any other duty assigned by management.

Appointment Type: This vacancy will be filled by promotion of a current permanent status Louisiana Property Assistance Agency employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
