Administrative Officer
Summary District of North Dakota- Fargo, ND The selectee of this position serves as an Administrative Officer. You will be responsible for managing the District financial program, budget program, procurement program, human resources program, property management program, the records management program, operational support (financial and administrative functions), security management, audit management, and conducting management and program analysis studies. Responsibilities As an Administrative Officer at the GS-0341-13 level, some of your typical work assignments may include: Supervising the District administrative staff. Overseeing and coordinating all administrative support for the main District office and District sub-offices. Planning the work to be accomplished by subordinates; establishing priorities, assigning work, evaluating work performance, and providing advise, guidance, and counsel to subordinates. Interviewing candidates for administrative positions and making selections. Developing short and long range plans for District administrative operations. Requirements Conditions of Employment Must pass a pre-employment security investigation and drug screening. This position is a Testing Designated Position and is subject to random drug testing. Must be able to obtain and maintain a Top Secret security clearance. May be required to successfully complete a trial/probationary period. May be required to successfully complete a supervisory probationary period. Males born after 12-31-59 must be registered or exempt from Selective Service. Verify Registration here. Must be a U.S. Citizen or National. You must meet all qualification requirements by the closing date of this announcement. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Qualifications GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0341-13 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability: 1) Advising management on budgetary matters such as status of funds, acquisition plans, account shortfalls, and financial regulation compliance; 2) Projecting current year expenditure (both deficit and surpluses) based on year-to-date budgetary information; 3) Applying a variety of purchasing regulations, methods, and procedures to acquire services and supplies using purchase orders, blanket purchase agreements, or fixed price negotiated contracts; and 4) Providing assistance with reviewing or entering monthly open obligation reports to ensure accurate status of obligations, accruals, and paid transactions Subject Matter Expert - Qualification Assessment (SME-QA) Note: Subject matter experts will evaluate the first two pages of work experience in your resume based on these competencies. Possession of the following competencies: Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost effective support of programs and policies; assesses financial condition of an organization. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Contracting/Procurement: Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately utilized and developed, and that they are treated in a fair and equitable manner.
