\nARServices is seeking an Acquisition Specialist in the Fort Belvoir, VA area. 
\n
\nThe successful candidate will serve as an Acquisition Specialist for a Division, providing timely and accurate information of multiple Program Managers’ project milestone planning projections and monitoring and provide support for the planning, programming, budgeting, and execution (PPBE) processes.
\n
\nResponsibilities:\n\n\tSupport and protect a classified program executing government guidance;\n\tDevelop acquisition strategies and procurement documents to include drafting statements of work, developing Independent Government Cost Estimates, and conducting market research among many other project management responsibilities; \n\tDevelop, monitor and co-manage plans for assigned programs and/or projects; \n\tCoordinate and lead support to contracting officers up through contract award and administration functions to support the customer; \n\tSupport the design of the program, develop and manage execution year program spend plan recommending acquisition vehicles within Economy Act or federal contracting mechanisms to fund technology development that closes warfighter CWMD gaps;\n\tAuthor correspondence, white papers, program briefings for government approval; \n\tPrepare and maintain program management execution reports including research on unobligated commitments and unliquidated obligations; and,\n\tSupport the overall management of R&D projects related to cost, schedule, and performance to include thorough documentation preparation, monthly performance review and reporting reconciliation.\n\nRequirements:\n\n\n\tBA/BS degree preferably in finance, accounting, Business Administration, or mathematics \n\n\n\n\t10 years overall experience managing budget execution, working within the DoD preferably in Research, Development, Testing and Evaluation (RDT&E) and as such, familiarity with the Department of Defense Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services\n\t5 years of experience forecasting future financial requirements and preparing a spend plan associated with DOD documents such as Program Objective Memorandum (POM), Presidents Budget, and Budget Estimate Submission (BES) across multiple DOD appropriation lines and types\n\t3 years of experience in DoD acquisition, project management or contracting is required\n\tKnowledge of Government accounting policy and/or regulation including but not limited to DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), OMB Circular A-123, and DOD Directive-5000.01 acquisition management\n\n\n\n\tAbility to independently manage projects simultaneously tracking reporting from performers against planned milestones and execution against planned performance\n\tAble to synthesize information and deliver written and verbal executive summaries for senior leaders \n\tExperience developing and presenting complex information to senior Government officials using Microsoft Office applications such as experience creating data visualizations to produce pivot tables, bar graphs, pie charts, etc.\n\tAbility to manage stakeholder expectations within an integrated project team and recommend course of action based on an analysis of alternatives to government program manager\n\tFamiliarity with multi-year fiscal planning and management at a program level with multiple projects\n\tFinancial knowledge and experience in executing and tracking financial expenditures to include source documents such as monthly reports, invoices, spend plans, etc.\n\tCandidate must be able to travel 10-15 of the time in performance of duties of the position.\n\n
\nDesired Qualifications:\n\n\n\tPrior DTRA and/or military experience\n\tMBA \n\tTechnology tool experience in: Defense Agencies Initiatives (DAI), Wide Area Work Flow (WAWF), and Joint Integrated CBRN Analytic Platform (JICAP)\n\tProfessional experience culminating in a minimum of 5 years as a project manager or commensurate position of responsibility\n\tWork experience with the SOCOM community, experience with Special Operations, Counter-Proliferation (CP), CWMD technologies, familiarity with detection and defeat of chemical, biological, radiological or nuclear weapons;\n\tAnalytical research assessing defense threats and market research for state of art technology development\n\tProfessional certifications (e.g. Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM).\n\tPMP certification from Program Management Institute\n\tAcquisition Program Planning and Project Management Training (e.g., met certification standards for DAWIA Level II Acquisition Project Management and/or Defense Acquisition University project management course work)\n\nARServices is an Equal Opportunity/Affirmative Action Employer committed to hiring and retaining a diverse workforce, including protected veterans and individuals with disabilities
