Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the child care and early education needs of Georgia's children and their families. It administers the nationally recognized Georgia's Pre-K Program, licenses child care centers and home-based child care, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered child care rating system.
The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of child care, and works collaboratively with Georgia child care resource and referral agencies and organizations throughout the state to enhance early care and education.
Job Description:
Under limited supervision, the Accounts Receivable Supervisor will work in the Finance Unit of the Department of Early Care and Learning. This position will be responsible for the Accounts Receivable Section’s goal of processing timely and accurate recording of cash, accounts receivables, and revenue. This role will be responsible for ensuring all transactions are posted timely and accurately and in an efficient manner consistent with accounting policies and procedures. The Finance Unit is seeking a candidate that displays strong organizational skills, a self-starter, is detail oriented, has demonstrated cash management skills, and exemplifies commitment to customer service. This position will supervise a team of two or less.
Job Responsibilities:
· Serves as subject matter expert for Accounts Receivable function and Workday processing
· Supervises, measures performance and trains direct reports on accounts receivable processing
· Ensures the Accounts Receivable team properly applies transactions in accordance with State Chart of Accounts and the Department’s budget tables
· Process cash draw requests and enter bank deposits for the Department
· May assist in development of policies and procedures for assigned area
· Reconciles accounting data and transactions requiring the knowledge of complex rules and regulations and the use of advanced research and/or problem-solving skills
· Assist with year-end reporting forms for the State’s ACFR
· Performs three-way reconciliation between AR, AP, and draw systems for State, Lottery, and Nutrition funds
· Performs quarterly reporting to the Federal government for the nutrition funding grants
· Serves as the Agency’s lead vendor management liaison for new vendor setups
· Other duties as assigned
Minimum Qualifications (HRA) :
Bachelor's degree in accounting and three (3) years of professional accounting job-related experience; or two (2)
years of experience at the lower level Accountant 3 (FIP022) or position equivalent.
Preferred Qualifications: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess (4) four or more of the following:
· Two or more years of supervisory experience as an Accounting Supervisor
· Proven experience of PeopleSoft and/or Workday accounts receivable processing
· Proven experience with MS Excel, Workday, PeopleSoft queries and pivot tables
· Knowledge or experience with Federal grants management
· State of Georgia accounting experience
· Proven experience reconciling accounting data
Physical Requirements:
· Requires the ability to receive detailed information through oral communication.
· Requires the ability to speak clearly.
· Requires the ability to hear in loud, sound-congested environments such as a classroom and understand at normal conversational level.
· Requires the ability to occasionally continuously stand or walk for long periods of time; regularly requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds.
· Requires close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.
· Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.
· Requires the ability to exercise judgement, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
· Requires a full range of hand and finger motion for data entry purposes.
