The job of Accounting Technician is done for the purpose/s of performing a variety of technical and responsible accounting duties related to the preparation, maintenance, and review of financial records, accounts, and reports; assuring compliance with established District, county, state, and other governmental policies, procedures, and regulations; and providing instruction and/or accounting support to other personnel in accordance with established practices.

 

This job reports to DESIGNATED ADMINISTRATOR.

 

 

Representative Duties

 

Essential Functions
Assists auditors for the purpose of providing supporting documentation and/or information on internal processes that is required for audit.
 
Assists other staff, site personnel, and a variety of outside parties regarding procedures and/or program requirements for the purpose of providing support for completing transactions, identifying appropriate goal and action, and/or complying with established financial procedures.
 
Audits technical accounting data and records (e.g. expenditures and requisitions, budget transfers, etc.) for the purpose of ensuring adherence to established internal guidelines and controls.
 
Collaborates with internal and external personnel (e.g. auditors, vendors, District, county/government personnel, community members, etc.) for the purpose of resolving problems, correcting errors, obtaining authorizations, and implementing/maintaining services and/or programs.
 
Compiles a variety of financial information related to work assignments for the purpose of providing required documentation and/or processing information.
 
Maintains appropriate internal controls and audit trail for the purpose of ensuring compliance with District policies, legal requirements, California Department of Education, and generally accepted principles of accounting.
 
Maintains a variety of financial information, files, and records (e.g. accounts payable/receivable, contract files, expenditures, records, etc.) for the purpose of ensuring availability of documentation and compliance with established policies and regulatory guidelines.
 
Monitors account balances and related financial activity (e.g. post and summarize accounting data, record financial transactions, maintain journal and ledgers, review and research discrepancies, etc.) for the purpose of ensuring that allocations are accurate, expenses are within budget limits, and/or fiscal practices are followed.
 
Participates in unit meetings, in-service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions as assigned.
 
Performs a variety of technical accounting duties related to the preparation, maintenance, and review of financial records, accounts, and reports for the purpose of performing job functions.
 
Prepares financial statements and projections, as assigned, (e.g. invoices and documents for payment, periodic reimbursement claims, ASB financial statements, and projections, statistical and analytical reports, etc.) for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal, and/or administrative requirements.

Provides training and guidance to support personnel, as assigned, (e.g. review and inspect assignments, report observations, etc.) for the purpose of implementing and maintaining services and/or programs in accordance with established administrative guidelines.
 
Reconciles a variety of financial data (e.g. assigned accounts, bank statements, financial transactions, etc.) for the purpose of maintaining accurate account balances and ensuring compliance with established accounting practices.
 
Researches discrepancies of financial information and/or documentation (e.g. purchase orders, invoices, etc.) for the purpose of ensuring accuracy and adhering to established procedures prior to processing.
 
Responds to inquiries from a variety of sources (e.g. District employees, vendors, auditors, etc.) for the purpose of resolving problems, providing information/guidance, and/or referring to appropriate personnel.
 
Marginal Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

 

Initial/Minimum Qualifications

 

 

Graduation from high school, General Education Development (GED) or equivalent.

Twelve (12) units of college course work in a related field. Two (2) years of increasingly responsible accounting experience, preferably in a school district. Any other combination of education, training, and experience, which demonstrates that the applicant is likely to possess the required skills, knowledge, or abilities, may be considered.

 

 

Knowledge, Skills, Abilities and Working Conditions

 

SKILLS are required to perform single, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes, rules and regulations; operating standard office equipment including pertinent software applications; preparing and maintaining accurate records; and performing accounting procedures (Word, Excel, Google-Sheets, etc.).
 
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping/statistics principles; computer skills; applicable sections of the State Education Code and other applicable laws.
 
ABILITY is required to schedule activities and/or meetings; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; maintaining confidentiality; meeting deadlines and schedules; setting priorities; working with detailed information/data; read, interpret, apply, and explain rules, regulations policies, and procedures; and work independently with little direction.
 
Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; tracking budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization's services.

Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 90% sitting, 5% walking, and 5% standing. This job is performed in a generally clean and healthy environment.
