Your Specific Responsibilities:

This is a highly responsible Accountant III position reporting to the Public Health Services Manager of the Florida Department of Health in Santa Rosa County (FDOH in Santa Rosa County). The incumbent performs, with minimal supervision, a wide variety of budgetary functions as well as complex accounting functions involving the application of accounting concepts in accordance with established policies and procedures, Generally Accepted Accounting Principles (GAAP), and Generally Accepted Auditing Standards (GAAS).  This position is subject to time constraints and must be performed with a high rate of accuracy. Key responsibilities include: 1) Acts as Travel Champion for the Statewide Travel Management System (STMS), 2) Performs budgetary monitoring; 3) Medicaid Cost Report 4) Serves as Internal Auditor for FDOH in Santa Rosa County and 5) Other tasks. The employee must be able to use independent judgment and initiative as well as interact professionally with clients, vendors, staff, and the public. Essential accounting functions are described as follows:   

Serves as Travel Champion for the Statewide Travel Management System (STMS):

Assists County Health Department (CHD) staff with the completion of travel authorization and reimbursement requests, Reviews all travel authorization and reimbursement requests for accuracy and completeness to ensure compliance with established travel guidelines and policies, Approves or rejects travel authorization and reimbursement requests timely, Assists and trains existing or new STMS users at FDOH in Santa Rosa County, Assists CHD staff with the completion of Travel Advance Requests, Remains current on travel policies, guidelines, and procedures, Ensures that travel FAQs are kept up-to-date and accessible to staff.  Provides periodic refresher trainings for all aspects of the STMS Travel system.  Performs annual training to all FDOH-Santa Rosa staff.

Budgetary Functions: 

Hold monthly departmental budget meetings to monitor L4, L5, Orgs, Eos, OCAs, object codes and categories and documents each meeting.  Monitors real time and monthly reports for proper OCA spending, ensuring designated OCA’s are being properly utilized while not being overspent.  Responsible for federal and state OCA’s as well as designated programs within the CHD, Gathering and utilizing financial data and prepare financial reports.  Analyze and forecast for future needs of programs and county health department.  Review EO list for accuracy and, if necessary, submit correction, addition, or deletion requests to central office for updating.  Monitors CHD Level 4, Level 5, Expansion Options, Organization Codes, Object Codes, Categories, performs annual Internal Control Audit and submits Internal Control Questionnaire.  Prepares and submits annual Schedule of Expenditure of Federal Awards (SEFA) and Single Federal Award.  Performs annual budget training to all FDOH Santa Rosa staff.  Presents year-end close-out annual budget to county health department at staff meeting.  Member of the FDOH Santa Rosa Fees Committee providing data and input for revenues by program and overall CHD.

Serves as Internal Auditor:

Ensures vendor invoices received have been reviewed and processed in accordance with rules, regulations, policies, and procedures established by the Department of Health, the Department of Financial Services, and FDOH in Santa Rosa County.  Prepares, compiles and/or creates any necessary reports and analysis for projecting and monitoring expenditures.  Works collaboratively with procurement and CHD staff to prepare requests for encumbrance modifications based on review of projected spending trends.  Provides technical assistance to employees, vendors, and contractors ensuring compliance with all policies and procedures governing fund disbursement.  Audit Monthly reports: Sunpass, WEX, WIC, Postage, return check log, OCO items, accounts receivable, admin reports, conman reports, EO list, and copier reports.  Complete Monthly Reports: Encumbrance and FLAIR reconciliation.  Verify Quarterly Reports: Change fund audit.  Annual Report: E-Payment report.   Travel Champion for Santa Rosa CHD.

Other Tasks: 

Ensures all disbursements adhere to chapter 215.422 F.S. (prompt payment), rule 69I-40 F.A.C. (audit), DFS guidance, Reference Guide for State Expenditure and all other financial or audit requirements.  Inputs all FLAIR TR 58, 51, 30 and 96 transactions as necessary and as determined by the Public Health Services Manager or delegate. Ensures the daily cash fee reports have been received and processed by finance office staff and periodically audit random reports for errors.  Verifies all Accounts Receivable invoices are sent at the beginning of the month and verifies that payment has been made and entered into FLAIR.  Participates in conferences, teleconferences, conference calls, meetings, and seminars related to disbursements.  Performs other duties as assigned by supervisor, including performance of additional interpreter duties consistent with skill level, and as needed.  Acts as backup for other positions within the department.  Maintains the confidentiality for the information in accordance with state and federal statutes, rules, regulations and DOH Information Security Policies, Protocols and Procedures, in accordance with Protocol; Security – 3, V, Section 1-3.  Communicates all concerns and issues to Public Health Services Manager.  Attends two outreach events annually.  Represent the Budget, Revenue, Finance and Accounting team on the MRT Team (Morale Response Team).  Other duties as assigned.
