This s a highly responsible accounting position within the Medicaid Federal Reporting Unit Itis responsible for professional accounting work in managing the fiscal reporting actives for the Medical Assistance Program and Medicaid State Children’s Health Insurance Program.
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor’s degree with twenty-four semester hours in accounting; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The duties and responsibilities of this position require the following activities of the incumbent
+ Assists and support the Accountant Manager 1 and Accountant Manager 2 in administering and directing the fiscal operations of the Federal Medicaid Department. Responsible for analysis and review of the CMS 64 Quarterly Expense Report. Performs any other responsibilities assigned by the Accountant Manager 1.
+ Develops and prepares Medicaid expenditure schedules and fiscal reports for analysis and reconciliation. These reports will be produced on a weekly, month, quarterly and annual basis. Prepares summary narratives of results of analysis and reconciliation for review by the Accountant Manager t.
+ Provides technical assistance to LDH offices, programs and facilities regarding accounting matters, organizational and program structure maintenance, flow of fiscal documents, and special agency procedures.
+ Responsible for the coordination of year-end financial reporting for Medicaid. The incumbent must review new and existing governmental accounting standards and Federal Medicaid reporting guidelines to determine the impact on LDH reporting.
+ Develops and monitors accounting procedures and recommends policy or procedural changes to the Accountant Manager 1. Responsible for {developing and documenting procedures and developing procedural manuals for specialized accounting in the Federal Medicaid Department.
+ Confers and interacts with the Office of Statewide Reporting and Accounting Policy, the State Budget Office, the State Inspector General's Office, the State Attorney General's Office, the State Treasurer's Office the Legislative Auditor’s Office, the Legislative Fiscal Office, Federal Auditors and official, LDH administrators and officials and other Stale officials regarding the financial operations of the department,
+ Confers with and provides information to the State Legislative Auditor in regard to the Department's Annual Financial Reports, Schedules 8's and Federal Medicaid quarterly reports.

Compensation: This position is eligible for the following Special Entrance Rates (SER), as well as a Premium Pay of up to $2.00/hr for hours worked based on longevity.

Accountant 2 - $23.14 hr / $1,851.20 bi-weekly
Accountant 3 - $26.50 hr / $2,120.00 bi-weekly
Accountant 3 - $30.35 hr / $2,428.00 bi-weekly
